Phillips, Lee Hudman, Jeff Hill, Gayle <br />Ross, Ivar Gunnarson, Jane Hughson, John Holterman, Aart Millecam, <br />John Diaz, Melissa Millecam, Patty Wenk, Jessica Piazza, Janace <br />Wade, Jim Gandy, John Wade, Bob Barton and others. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to the Central Texas Higher Education Authority to complete a <br />vacancy. Mr. Moore moved to appoint Gilbert Conoley, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />to complete a vacancy on the Commission for Minorities. Ms. Kissler <br />moved to appoint Denise Ronan, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING APPENDIX B OF THE SAN MARCOS CODE OF ORDINANCES <br />PERTAINING TO THE REGULATION OF SIGNS; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING <br />FOR PENALTIES; PROVIDING FOR PUBLICATION; AND PROVIDING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked Mary Martinez to <br />provide an overview of the amendment. Ms. Martinez reviewed Mr. <br />Taylor's memorandum in the Council's packets dated September 5 and <br />gave a slide presentation of existing billboards within the City. <br />Ms. Martinez also reviewed with Council a map of existing billboards <br />and potential billboards if the amendment is adopted. Aart Millecam <br />recommended the Council include the ETJ in Section 1-1 regulating <br />signs. Mr. Millecam recommended in Section 2-3(5) uP" zoning be <br />added. He stated the Planning Commission could be given charge in <br />the thoroughfare review which is done annually to look at the number <br />of signs and in how the spacing is coming along. Ivar Gunnarson <br />stated the wording in Section 2-3(6) precludes him from using any of <br />the permits he has with the State. Jane Hughson stated she wanted <br />to be able to make comments regarding this Ordinance on second <br />reading and requested the Council not place the Ordinance on <br />consensus. Scott Vaughn stated he wants traveling lights left in <br />section 1-4 and that in Section 2-2(2) the 4 feet and 10 feet <br />heights are unrealistic. Aart Millecam stated SMEU asked for those <br />heights as a safety factor. Mr. Vaughn stated section 2-4(j) was <br />not clear whether or not banner signs had to be permitted. Jeff <br />Hill recommended Section 3-5 allow for appeals and variances to the <br />Building Code Board of Adjustments and Appeals rather than ZBOA. No <br /> <br />* Mr. Guerra was not present at this meeting. <br />
