<br />103 <br />Regular Meeting September 10, 1990 Page 2 <br />one else wished to speak, so Mayor Morris closed the public hearing. <br />Mr. Hernandez moved for approval of the Ordinance on first reading <br />and Mr. Plummer seconded the motion. Mr. Plummer moved to amend <br />section 2-4(b) (e) to not require a permit for banners and Mr. Hart <br />seconded the motion. On roll call the following vote was recorded: <br />AYE: Hernandez, Hart, Morris, Kissler, Plummer. <br />NAY: Moore. <br />ABSTAIN: None. <br />Mayor Morris stated she was still not comfortable with the 500 feet <br />spacing. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY FROM COMMERCIAL TO LOW DENSITY RESIDENTIAL FOR 0.255 <br />ACRES, MORE OR LESS, OF LAND AREA IN THE J. M. VERAMENDI SURVEY <br />NO. ONE, IN THE CITY OF SAN MARCOS, HAYS COUNTY, TEXAS, LOCATED <br />AT 303 PARKER DRIVE AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the land use amendment. No one did, so Mayor <br />Morris closed the public hearing. Mr. Hernandez moved for adoption <br />of the Resolution and Mr. Moore seconded the motion, which passed <br />unaimously. <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING <br />0.255 ACRES, MORE OR LESS, OF LAND AREA IN THE J. M. VERAMENDI <br />SURVEY NO. ONE, IN THE CITY OF SAN MARCOS, BEING ALL OF THAT <br />TRACT DESCRIBED IN A DEED FROM ANTONIO G. ACOSTA, ET UX, TO <br />JOHN T. POLANCO, JR. DATED JULY 21, 1970 AND RECORDED IN VOLUME <br />237, PAGE 623 OF THE HAYS COUNTY DEED RECORDS, LOCATED AT 303 <br />PARKER DRIVE, FROM "CO (COMMERCIAL DISTRICT) TO "R-1" <br />(SINGLE-FAMILY RESIDENTIAL DISTRICT [LOW DENSITY]) AND <br />DECLARING AN EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the zoning amendment. No one did, so Mayor <br />Morris closed the public hearing. Mr. Hernandez moved for adoption <br />of the Zoning Ordinance and Mr. Moore seconded the motion, which <br />passed unanimously. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 26 OF THE SAN MARCOS CODE OF ORDINANCES <br />BY ADDING SECTION 26-4 DESIGNATING THE HAYS COUNTY TAX <br />ASSESSOR-COLLECTOR AS THE TAX ASSESSOR-COLLECTOR FOR THE CITY; <br />PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING FOR PUBLICATION; DECLARING AN EMERGENCY <br />AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Moore moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br />
