1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 24, 1990 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Plumbing Board of Adjustments and Appeals. Mayor Morris moved to appoint Alan Bates (Master Plumber) to complete a vacancy, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment of a Lay Representative to the Central Texas Library System. Ms. Kissler moved to appoint Pat Lindstrom, which passed unanimously. Mayor Morris introduced for consideration the rescheduling of a public hearing and adoption of a Resolution approving the terms and conditions of a Tax Abatement Agreement with National-Oilwell. National-Oilwell requested this matter not be considered until a later time. Mr. Guerra moved to table this matter and Mr. Hart seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING PORTIONS OF THE CITY'S PARKING REGULATIONS; PROVIDING OF PENALTIES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion. Mr. Guerra moved to amend the attached map to the Ordinance for a two-block area from Hopkins to University on LBJ from two hours to one hour, and on San Antonio East of LBJ from one hour to two hours and Mr. Hernandez seconded the motion. Jana Crystal stated she wants parking privileges for employees in the downtown area. Lupe Carbajal stated he appreciates the City's help in seeking parking solutions. Chief Martin stated the timing needs to be consistent throughout the downtown area to be enforceable. Ron Hart withdrew a portion of his amending motion to have the one-hour parking for a one-block area only from Hutchison to University on LBJ (the remainder of his motion to remain the same: San Antonio East of LBJ from one hour to two hours) and Mr. Hernandez consented to the partial withdrawal of the amending * Mr. Plummer present at 9:05 p.m.
