Mayor Morris moved to appoint Alan Bates (Master Plumber) <br />to complete a vacancy, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an appointment <br />of a Lay Representative to the Central Texas Library System. Ms. <br />Kissler moved to appoint Pat Lindstrom, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration the rescheduling of a <br />public hearing and adoption of a Resolution approving the terms and <br />conditions of a Tax Abatement Agreement with National-Oilwell. <br />National-Oilwell requested this matter not be considered until a <br />later time. Mr. Guerra moved to table this matter and Mr. Hart <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING PORTIONS OF THE CITY'S PARKING REGULATIONS; <br />PROVIDING OF PENALTIES; PROVIDING FOR SEVERABILITY; REPEALING <br />ALL CONFLICTING ORDINANCES; PROVIDING FOR PUBLICATION; <br />DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion. Mr. Guerra moved to amend the attached <br />map to the Ordinance for a two-block area from Hopkins to University <br />on LBJ from two hours to one hour, and on San Antonio East of LBJ <br />from one hour to two hours and Mr. Hernandez seconded the motion. <br />Jana Crystal stated she wants parking privileges for employees in <br />the downtown area. Lupe Carbajal stated he appreciates the City's <br />help in seeking parking solutions. Chief Martin stated the timing <br />needs to be consistent throughout the downtown area to be <br />enforceable. Ron Hart withdrew a portion of his amending motion to <br />have the one-hour parking for a one-block area only from Hutchison <br />to University on LBJ (the remainder of his motion to remain the <br />same: San Antonio East of LBJ from one hour to two hours) and Mr. <br />Hernandez consented to the partial withdrawal of the amending <br /> <br />* Mr. Plummer present at 9:05 p.m. <br />
