<br />2 <br />Regular Meeting September 24, 1990 Page 2 <br />motion. The Council voted unanimously for approval of the <br />amendment. Mayor Morris stated parking around the courthouse needs <br />to be enforced, and she will discuss this matter with Judge Rains. <br />Mr. Taylor advised the Council the City must establish our <br />enforceability before we try to enforce parking around the <br />Courthouse. Mayor Morris wants the ownership of the area around the <br />Courthouse established within thirty days. Lupe Carbajal stated he <br />has a copy of the Original Town Map which should show the <br />information the City is trying to determine. Chief Martin stated he <br />does not think the City should ticket any County employees parking <br />anywhere in the downtown area who have a County parking permit. <br />staff was directed to defer enforcement for 45 days to determine <br />ownership of the parking area around the Courthouse. The Council <br />voted unanimously for adoption of the Ordinance on emergency. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 <br /> FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR THE <br /> SCADA SYSTEM AND VICTORY GARDENS CIP PROJECTS; AND DECLARING AN <br /> EMERGENCY. <br />Mr. Hart moved for adoption of the Ordinance on emergency and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 29-110 'OF THE SAN MARCOS CODE OF <br /> ORDINANCES BY THE ADDITION OF STOP SIGNS ON CERTAIN <br /> INTERSECTIONS; AND ESTABLISHING AN EFFECTIVE DATE. <br />Mr. Moore moved for approval of the Ordinance on first reading and <br />Mr. Hernandez seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was not read into the record: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 16-1 OF THE CODE OF ORDINANCES BY <br /> ESTABLISHING REQUIREMENTS FOR THE ERECTION OF BARBED WIRE AND <br /> ELECTRIC FENCES WITHIN THE CITY OF SAN MARCOS; PROVIDING FOR <br /> SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING <br /> FOR A PENALTY; PROVIDING FOR PUBLICATION; AND ESTABLISHING AN <br /> EFFECTIVE DATE. <br />Mr. Moore moved to table the Ordinance and Ms. Kissler seconded the <br />motion, which passed unanimously. <br />Mayor Morris introduced for consideratin reconsideration of a Zoning <br />Ordinance. The Council did not wish to reconsider the Ordinance. <br />The caption of the Ordinance reads as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING <br /> 0.255 ACRES, MORE OR LESS, OF LAND AREA IN THE J. M. VERAMENDI <br /> SURVEY NO. ONE, IN THE CITY OF SAN MARCOS, BEING ALL OF THAT <br /> TRACT DESCRIBED IN A DEED FROM ANTONIO G. ACOSTA, ET UX, TO <br /> JOHN T. POLANCO, JR. DATED JULY 21, 1970 AND RECORDED IN VOLUME <br /> 237, PAGE 623, OF THE HAYS COUNTY DEED RECORDS, LOCATED AT 303 <br /> PARKER DRIVE, FROM "CO (COMMERICAL DISTRICT) TO "R-l" <br /> (SINGLE-FAMILY RESIDENTIAL DISTRICT [LOW DENSITY]) AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br />
