Mayor Morris stated parking around the courthouse needs to be enforced, and she will discuss this matter with Judge Rains. Mr. Taylor advised the Council the City must establish our enforceability before we try to enforce parking around the Courthouse. Mayor Morris wants the ownership of the area around the Courthouse established within thirty days. Lupe Carbajal stated he has a copy of the Original Town Map which should show the information the City is trying to determine. Chief Martin stated he does not think the City should ticket any County employees parking anywhere in the downtown area who have a County parking permit. staff was directed to defer enforcement for 45 days to determine ownership of the parking area around the Courthouse. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR THE SCADA SYSTEM AND VICTORY GARDENS CIP PROJECTS; AND DECLARING AN EMERGENCY. Mr. Hart moved for adoption of the Ordinance on emergency and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 29-110 'OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF STOP SIGNS ON CERTAIN INTERSECTIONS; AND ESTABLISHING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on first reading and Mr. Hernandez seconded the motion, which passed unanimously. The Council did not wish to reconsider the Ordinance.
