<br /> Mr. Taylor read into the record amendments requested by Entex, as
<br /> follows: Page 3, section 6, 6.1, " . . limits of the City and

<br /> City. .," Page 5, Section 12, " . make or grant any

<br /> unreasonable preference or advantage to any corporation or person
<br /> within any classification. . .," Page 7, section 18, "Entex, !
<br /> Division of Arkla, Inc.," Page 8, in the Acceptance and signature
<br /> line, " .~ . Entex, A Division of Arkla, Inc.," and Mr. Moore asked
<br /> that a typographical error be corrected on Page 4 in Section 7.5,
<br /> " . . . inspections. . ." Mr. Hernandez moved to amend the
<br /> Ordinance to incorporate the amendments read into the record and Mr.
<br /> Moore seconded the motion, which passed unanimously. Mr. Guerra
<br /> expressed concern for the 15-year franchise and recommended the City
<br /> Council consider a shorter franchise term at second reading. The
<br /> Council voted unanimously for approval of the Ordinance on first
<br /> reading.
<br /> Mayor Morris introduced for consideration approval of an Ordinance
<br /> on first reading, the caption which was read as follows:
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br /> TEXAS, AMENDING CHAPTER TWO OF THE SAN MARCOS CODE OF
<br /> ORDINANCES TO ESTABLISH GENERAL POLICIES PERTAINING TO CITY
<br /> BOARDS AND COMMISSIONS; PROVIDING FOR SEVERABILITY; REPEALING
<br /> ALL CONFLICTING ORDINANCES AND RESOLUTIONS; PROVIDING A
<br /> PENALTY; PROVIDING FOR PUBLICATION; AND PROVIDING AN EFFECTIVE
<br /> DATE.
<br /> Mr. Moore moved for approval of the Ordinance on first reading and
<br /> Ms. Kissler seconded the motion, which passed unanimously.
<br /> Mayor Morris introduced for consideration approval of minutes of the
<br /> Regular Meeting held September 24, 1990, approval of an Ordinance on
<br /> second reading, adoption of two Ordinances on third and final
<br /> reading, adoption of five Resolutions, approval to change the
<br /> November 12, 1990 Regular Meeting to November 5, 1990, and to change
<br /> the December 24, 1990 Regular Meeting to December 17, 1990 on
<br /> consensus. R. G. Phillips asked for clarification on Item 7.D.(2),
<br /> and Mr. Gilley advised him it is an estimation of our loads for the
<br /> next five years. Mr. Guerra moved for approval of the minutes of
<br /> the September 24, 1990 Regular Meeting, for approval of the
<br /> Ordinance on second reading, for adoption of the two Ordinances on
<br /> third and final reading, for adoption of the five Resolutions, and
<br /> approval to change two of the Regular Meeting dates in November and
<br /> December by consensus and Ms. Kissler seconded the motion, which
<br /> passed unanimously. The captions of the Ordinances and Resolutions
<br /> read as follows:

<br /> TEXAS, AMENDING SECTION 29-103 OF THE SAN MARCOS CODE OF
<br /> ORDINANCES BY THE ADDITION OF TRAFFIC CONTROL SIGNALS AT
<br /> CERTAIN INTERSECTIONS; PROVIDING FOR SEVERABILITY; REPEALING
<br /> ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY AND
<br /> ESTABLISHING AN EFFECTIVE DATE.
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br /> TEXAS, AMENDING CHAPTER 13 OF THE SAN MARCOS CODE OF ORDINANCES
<br /> BY THE ADDITION OF A PROVISION FOR FEES FOR PERSONAL HEALTH
<br /> SERVICES PROVIDED BY THE SAN MARCOS - HAYS COUNTY HEALTH
<br /> DEPARTMENT; ESTABLISHING THE AMOUNTS OF THESE FEES; AND
<br /> DECLARING AN EFFECTIVE DATE.
