GOFF, FOR A WIC <br />CLINIC SITE IN KERRVILLE, TEXAS, AUTHORIZING THE CITY MANAGER'S <br />EXECUTION OF THE AGREEMENT, AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE A REVISED <br />EXHIBIT A TO THE WHOLESALE POWER AGREEMENT BETWEEN THE CITY AND <br />THE LOWER COLORADO RIVER AUTHORITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT BETWEEN THE <br />CITY AND THE UNITED STATES DEPARTMENT OF LABOR FOR PROCESSING <br />OF WASTEWATER FROM THE SAN MARCOS MUNICIPAL AIRPORT; <br />AUTHORIZING THE CITY MANAAGER TO EXECUTE THE AGREEMENT ON <br />BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPOINTING A REPRESENTATIVE AND ALTERNATE REPRESENTATIVE <br />TO THE ASSOCIATION OF WHOLESALE CUSTOMERS OF THE LOWER COLORADO <br />RIVER AUTHORITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED <br />CONTRACT BETWEEN THE CITY OF SAN MARCOS AND THE TEXAS <br />DEPARTMENT OF HEALTH FOR THE PROVISION OF W.I.C. SERVICES TO <br />QUALIFIED PARTICIPANTS; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE CONTRACT AND ANY AND ALL OTHER DOCUMENTS AND INSTRUMENTS <br />INCIDENT THERETO; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />provided the Counc{l recently with copies of a completion list of <br />ongoing projects and was pleased with how many scheduled projects <br />have been completed. The Council also stated they were pleased <br />with the number of completed projects and suggested the City Manager <br />provide copies to the press to let everyone know what the City is <br />accomplishing. (2) Mr. Gilley stated the City has in the past had <br />a problem and concern regarding fraternity parties. The City has <br />met with SWT members regarding this matter, and the Inter-Fraternity <br />Council has developed rules and regulations for Greek social <br />functions and what action will be taken when they are not followed. <br />Efforts are being made by the Inter-Fraternity Council for better <br />control this year. The City is in the process of amending the <br />Zoning Ordinance to require fraternities to obtain Specific Use <br />Permits for parties and other stringent measures in the event the <br />Inter-Fraternity Council's efforts do not work. (3) Mr. Gilley <br />gave a status report regarding the River Stewardship Program with <br />SWT and Dr. Paul Fontayne. students have been involved in the <br />program for 2868 hours since January, 1990. A major concern has <br />been the rapid growth of the elephant ears, which have been pulled <br />by hand and grow back quickly. One possibility being considered for <br />control is the use of an herbicide. No decision has been reached <br />regarding this matter yet, but we would be cautious to protect the <br />River and not cause damage to anything with such use. The elephant <br />ears would be selectively removed. (4) Mr. Hernandez stated the <br />carnival across from City Hall on parkland during the past weekend <br />precipitated a dangerous situation as citizens crossed Hopkins <br />Street going back and forth between the carnival and activities at <br />st. John's Catholic Church. He stated this needs to be more closely <br />monitored, and in previous discussions regarding the danger of <br />crossing the roadway, it was his understanding the sponsor of the <br />carnival was to provide safety in crossing. (5) Mr. Guerra <br />requested Mr. Gilley provide the Council with an estimated date for <br />completion of the Thorpe Lane Project. <br /> <br />Mayor Morris introduced the City Attorney's Report. (1) Mr. Taylor <br />announced the birth of his son, Benjamin, and that everyone was <br />doing fine. (2) Mr. Taylor stated some of the Ordinances being <br />
