<br />4 <br /> <br /> <br /> <br />Regular Meeting December 10, 1990 Page 4 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING AND ALLOWING, UNDER THE ACT GOVERNING THE <br />TEXAS MUNICIPAL RETIREMENT SYSTEM, "UPDATED SERVICE CREDITS" IN <br />SAID SYSTEM FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH <br />SYSTEM WHO PRESENTLY ARE IN THE EMPLOYMENT OF THE CITY OF SAN <br />MARCOS; PROVIDING FOR INCREASED PRIOR AND CURRENT SERVICE <br />ANNUITIES FOR RETIREES AND BENEFICIARIES OF DECEASED RETIREES <br />OF THE CITY; REPEALING AND RESERVING FOR FUTURE USE SECTIONS <br />2-43 AND 2-44 OF THE SAN MARCOS CODE OF ORDINANCES; AND <br />ESTABLISHING AN EFFECTIVE DATE FOR SUCH ACTIONS. <br /> <br />Adoption of Resolution: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A CONTRACT FOR LANDFILL MONITORING CONSULTING <br />SERVICES WITH MCCULLEY, FRICK AND GILMAN, INC.; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE THE CONTRACT, AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Morris introduced a presentation by the Library Board and <br />Friends of the Library regarding options for expanding the public <br />library and possible site. Shirley Boemerman, Chair for the Library <br />Board, and Jack Lindstrom, President of the Friends of the Library, <br />recommended the Council consider building a new library at the <br />Memorial Park site and to place the parkland dedication removal on <br />the May ballot to allow the construction of the library at this <br />site. The Council was also provided a memorandum from the Parks <br />Board advising of their support for the library at Memorial Park. <br />Mr. Taylor will provide wording of the referendum issue for the <br />Council to consider. <br /> <br />Mayor Morris introduced a discussion regarding temporary Financial <br />Advisor services and direction to Staff. The City's current <br />contract with First Southwest Company expires December 14, 1990, and <br />it was consensus of Council to continue with First Southwest Company <br />as a temporary financial advisor until the City receives request for <br />proposal$ and selects a financial advisor in January, 1991. <br /> <br />Mayor Morris introduced a discussion regarding the Rural Capital <br />Area Private Industry Council and direction to Staff. No specific <br />amount has been designated for the City of San Marcos to contribute. <br />The Small Business Administration has designated the Texas <br />Mexican-American Chamber of Commerce to be the agency to run this <br />program. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) December 12, <br />13 and 14, 1990 the Police Department will conduct a technical <br />driving school on the apron at the airport. This training will make <br />our officers better skilled drivers and will in turn reduce the <br />City's liability. (2) Mr. Gilley thanked the City Council and <br />Employee Group for the great Christmas party, which the SMEU <br />employees also attended. The Employee of the Year is Michael <br />Seelinger, and the City Manager for a Day will be Wendell Harris, an <br />Equipment II Operator with SMEU. (3) There has been much concern <br />for the traffic hazard at the Hopkins and Comanche intersection. A <br />study recently completed by the Highway Department has warranted the <br />placing of traffic signalization at this intersection and is <br />scheduled to be placed in May, 1991. (4) Larry Dupont has <br />coordinated arrangements for a shelter to be built to accommodate <br />train passengers. The City is prepared to move forward with the <br />lease and Gary Job Corps is prepared to construct the shelter. The <br />delay is due to Union Pacific requiring indemnification on insurance <br />for the premises. <br /> <br />Mayor Morris introduced the City Attorney's Report. (1) Mr. Taylor <br />advised the Council the Water Conservation Ordinance would be on the <br />December 17 agenda. (2) Mr. Taylor advised the Gary Job Corps <br />construction project would close December 19. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Mr. Plummer <br />stated he would like to see the Council have a process in place in <br />the near future wherein Board Members be required to live in the <br />City or in the ETJ.
