Mr. Taylor <br />stated residence requirements can be put in place for Board Members, <br />and Oaths of Office can state where they live. It was consensus of <br />Council to move forward with these suggestions. (2) The Council <br />commented on the NLC Meeting held in Houston. Mr. Plummer stated it <br />was one of the most informative meetings he had attended in a long <br />time, and that had noted cities are taking a more active role in <br />education. Mayor Morris stated this was a productive conference, <br />and her committee had discussed the savings and loan bail-out and <br />Social Security Reform. Mayor Morris stated there is a greater <br />interest in preserving the wetlands. Mr. Moore stated Mr. Hart and <br />he had attended several bond meetings, and Mr. Hart had offered <br />input in these meetings. Mr. Moore stated he was glad the City of <br />San Marcos had reserved its right regarding the freeport exemption. <br />(3) Mayor Morris stated the City Council had a Workshop Meeting <br />with Senator Barrientos and Representative Linebarger wherein water <br />and many mandate issues were discussed. Mayor Morris stated our <br />Legislators have been made aware of the City's interests. <br />Mayor Morris introduced an Executive Session pursuant to Article <br />6252-17, Sections 2(e) and (f), V.A.C.S., to discuss pending <br />litigation (City of San Marcos vs. LCRA¡ GBRA vs. City of Lytle, Et <br />Al)¡ contemplated litigation, and matters where the duty of the City <br />Attorney to the City pursuant to the Code of Professional <br />Responsibility of the state Bar of Texas clearly conflicts with <br />Article 6252-17; purchase of real property, respectively. Mr. <br />Guerra moved to adjourn into Executive Session at 9:25 p.m. and Mr. <br />Moore seconded the motion, which passed unanimously. <br />Mr. Guerra moved to reconvene at 10:55 p.m. and Mr. Hart seconded <br />the motion, which passed unanimously. <br />The meeting adjourned at 10:56 p.m. on motion made by Mr. Guerra and <br />seconded by Mr. Moore. <br />D~v. ~ <br /> G.
