City of San Marcos Five Year Consolidated Plan for the 2025-2029 Program Years— FINAL—Last Updated 08/08/25 <br /> Needs Assessment <br /> NA-05 Overview <br /> Needs Assessment Overview <br /> Information for this summary was derived from the 2016-2020 U. S. Census Bureau's American Community Survey (ACS), the 2019 <br /> San Marcos Housing Needs Assessment and the Housing Study Survey conducted by Root Policy Research as part of the Strategic <br /> Housing Action Plan development, as well as the 2016-2020 Comprehensive Housing Affordability Strategy (CHAS) data provided by <br /> HUD. <br /> This Consolidated Plan uses American Community Survey and Comprehensive Housing Affordability Strategy information from 2016- <br /> 2020 provided by HUD so that the information is consistent throughout the document. However, San Marcos and Hays County are <br /> among the fastest growing areas in the nation; consequently, population has increased significantly since 2020 and some needs may <br /> have shifted. Interviews with agencies, and reviewing the needs assessments and strategic plans created by area agencies significantly <br /> helps provide a complete picture for San Marcos. <br /> The City's Analysis of Impediments to Fair Housing was updated in July 2017, at the time CDBG-DR funds were allocated to the City, to <br /> reflect changes to the community and impacts from the storm. Staff conducted 14 Interviews of leaders of social services groups <br /> working with low income populations and civil rights interests to get a general perception from the community on previously identified <br /> impediments and other limits on fair housing choice. They also interviewed three key City staff members and held a public meeting to <br /> receive comments. <br /> In addition, the City solicited extensive community involvement in the City's Housing Needs Assessment that was published in March <br /> 2019. Consultant Root Policy Research and staff worked with the City's Workforce Housing Task Force and Issue Specific Working <br /> Groups better to understand housing issues and challenges. <br /> San Marcos has a very young demographic with 39%of the population falling in the range of 15 to 24—not surprising since San Marcos <br /> is home to Texas State University with a student enrollment of 38,000. An additional 17% fall within the 25 to 34 age bracket. Only <br /> 9.5% of the population in San Marcos is over 65 (2016-2020 ACS).
