<br />150 <br /> <br />regular meeting <br /> <br />march 23, 1981 <br /> <br />page seven <br /> <br />Oliver to be considered for the Airport Commission. <br />appoint Mr. Oliver was recorded as follows: <br /> <br />The vote on to <br /> <br />AYE: <br /> <br />Brown, James, Tarbutton <br /> <br />NAY: <br /> <br />Norris <br /> <br />ABSTAIN: <br /> <br />Cavazos, Stokes <br /> <br />Mr. Stokes instructed that vacancies on the Fair Housing Commission, <br />Airport Commission and the Environmental Advisory Board be placed on <br />the agenda for April 13. <br /> <br />Mr. Stokes introduced for consideration a moratorium on high density <br />development over the Recharge Zone. Mr. Stokes asked if six months <br />was a reasonable amount of time for a moratorium. The City Attorney <br />said that she flet that it was. Skip Morgan, Billy Moore and Shirley <br />Wickersham addressed the Council with their views on the moratorium <br />question. Mr. Brown stated his concern about the problem of runoff. <br />The City ~1anager stated that within the present subdivision ordinance, <br />the City has the ability to control the quantity of runoff. Mr. Tarbutton <br />moved to impose a moratorium for a maximum of 90 days and to set a <br />high density factor at 12 units per acre. Mr. Cavazos seconded the <br />motion, which passed unanimously. <br /> <br />The Council recessed to executive session at 10:00 p.m. on motion of <br />Mrs. Norris and second of Mr. Tarbutton. The Council reconvened in <br />regular session at 11:05 p.m. on motion of Mrs. Norris and second of <br />Mr. Brown.
