150 regular meeting march 23, 1981 page seven Oliver to be considered for the Airport Commission. appoint Mr. Oliver was recorded as follows: The vote on to AYE: Brown, James, Tarbutton NAY: Norris ABSTAIN: Cavazos, Stokes Mr. Stokes instructed that vacancies on the Fair Housing Commission, Airport Commission and the Environmental Advisory Board be placed on the agenda for April 13. Mr. Stokes introduced for consideration a moratorium on high density development over the Recharge Zone. Mr. Stokes asked if six months was a reasonable amount of time for a moratorium. The City Attorney said that she flet that it was. Skip Morgan, Billy Moore and Shirley Wickersham addressed the Council with their views on the moratorium question. Mr. Brown stated his concern about the problem of runoff. The City ~1anager stated that within the present subdivision ordinance, the City has the ability to control the quantity of runoff. Mr. Tarbutton moved to impose a moratorium for a maximum of 90 days and to set a high density factor at 12 units per acre. Mr. Cavazos seconded the motion, which passed unanimously. The Council recessed to executive session at 10:00 p.m. on motion of Mrs. Norris and second of Mr. Tarbutton. The Council reconvened in regular session at 11:05 p.m. on motion of Mrs. Norris and second of Mr. Brown. Mr. Stokes stated that the Council had agreed with the City Manager's choice of a City Engineer and that no action was taken in regards to the City Secretary.
