<br />149 <br /> <br />regular meeting <br /> <br />march 23, 1981 <br /> <br />page six <br /> <br />in Block 5 of the H.E. Barber Addition, from "P" (Public Use) to "R-l" <br />(Single Family Residential). Jake Krauskopf, agent for the applicant, <br />stated that the applicant was going to change the zoning request from <br />"R-l" to "TH" and would like to be rescheduled for a public hearing <br />before Council. Mrs. Norris moved to table this item until April 13 <br />at which time a public hearing would be held. Mr. Tarbutton seconded <br />the motion, which passed unanimously. <br /> <br />Mr. Stokes introduced for consideration a Resolution adopting and <br />approving a personnel manual for employees of the City of San Marcos, <br />the caption of which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN ~ffiRCOS, <br />TEXAS, ADOPTING AND APPROVING A PERSONNEL ~ffiNUAL FOR EMPLOYEES <br />OF THE CITY OF SAN rffiRCOS, TEXAS AND DECLARING AN EFFECTIVE <br />DA'I'E . <br /> <br />Mrs. Norris moved to adopt the Resolution. Mr. James seconded the <br />motion. On roll call, the following vote was recorded: <br /> <br />AYE: <br /> <br />Brown, James, Stokes, Norris, Tarbutton <br /> <br />NAY: <br /> <br />None <br /> <br />ABSTAIN: <br /> <br />Cavazos <br /> <br />Mr. Stokes introduced for consideration a Resolution approving a contract <br />between the City and Southwest Texas State University Edwards Aquifer <br />Research and Data Center for nutrient testing, the caption of which was <br />read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNICL OF TEH CITY OF SAN MARCOS, <br />TEXAS, APPROVING A CONTRACT BETWEEN THE CITY OF SAN MARCOS, <br />TEXAS, AND SOUTHWEST TEXAS STATE UNIVERSITY EDWARDS AQUIFEP <br />RESEARCH AND DATA CENTER FOR NUTRIENT TESTING IN CONJUNC- <br />TION WITH A UNITED STATES DEPARTMENT CENTER FOR NUTRIENT <br />IN CONJUNCTION WITH A UNITED STATES DEPARTMENT OF ENERGY <br />WASTEWATER TREATMENT PROJECT; AUTHORIZING THE CITY ~ffiNAGER <br />OF SAID CITY TO EXECUTE SAID CONTRACT AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. James moved to adopt the Resolution. <br />which passed unanimously. <br /> <br />Mr. Cavazos seconded the motion, <br /> <br />Mr. Stokes introduced for consideration a request for annexation of <br />6.178 acres by James R. Cummings. Mr. Stokes directed staff to prepare <br />a report on this proposed annexation to be given to Council on April 13. <br /> <br />~1r. Stokes introduced for consideration a request for utility service <br />to the Barker-Warren proposed annexation. The City Manager stated that <br />the staff recommended that this request be approved. Mr. James moved <br />to approve the utility extension. Mrs. Norris seconded the motion, which <br />passed unanimously. <br /> <br />Mr. Stokes introduced for consideration an increase in fees at the <br />cemetery. Mrs. Norris moved to adopt the fee schedule as submitted for <br />one year, at which time it is to be reviewed to see if the fees are still <br />in line. Mr. James seconded the motion. On roll call, the following <br />vote was recorded: <br /> <br />AYE: <br /> <br />Brown, James, Norris, Stokes, Tarbutton <br /> <br />NAY: <br /> <br />Cavazos <br /> <br />Mr. Stokes introduced for consideration vacancies on the Fair Housing <br />Commission and the Airport Commission. No names were received for the <br />Fair Housing Commission. Mr. Tarbutton had submitted the name of J.D. <br />
