<br />148 <br /> <br />regular meeting <br /> <br />march 23, 1981 <br /> <br />page five <br /> <br />Mr. Stokes introduced for consideration an Ordinance on emergency <br />appropriating revenues received from the sale of real property by <br />the City of San Marcos, read in its entirety, the caption of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROPRIATING REVENUES RECEIVED FRO}1 <br />THE SALE OF REAL PROPERTY BY SAID CITY AND DECLARING <br />AN EMERGENCY. <br /> <br />Mr. James stated that he would like to have a breakdown of the $50,000. <br />Mrs. Norris moved to adopt the Ordinance. Mr. Brown seconded the motion, <br />which passed unanimously. <br /> <br />Mr. Stokes introduced for consideration an Ordinance on emergency <br />to reappropriate Community Development funds, read in its entirety, <br />the caption of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF S.AN MARCOS, <br />TEXAS, M1ENDING ORDINNACE 1977-36, ADOPTED SEPTEMBER 12, 1977 <br />WHICH ADOPTED THE CITY OF SAN MARCOS, TEXAS, BUDGET FOR <br />THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1977, AND ENDING ON <br />SEPTEMBER 30, 1978; AND ORDINANCE 1979-38, ADOPTED SEPTEMBER <br />10, 1979, WHICH ADOPTED THE BUDGET FOR SAID CITY FOR THE <br />FISCAL YEAR BEGINNING ON OCTOBER 1, 1979 AND ENDING ON <br />SEPTEMBER 30, 1980 TO REAPPROPIRATE COMMUNITY DEVELOPMENT <br />FUNDS ORIGINALLY APPROPRIATED BY SAID ORDINANCES AND DECLARING <br />AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance. <br />which passed unanimously. <br /> <br />Mr. James seconded the motion, <br /> <br />Mr. Stokes introduced for consideration an Ordinance on emergency <br />approving the sale of land to Ascencion Esquivel, read in its entirety, <br />the caption of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE PRICE AND CONDITIONS OF THE SALE BY <br />THE CITY OF SAN ~~RCOS, TEXAS OF A PORTION OF THAT TRACT <br />OF LAND CONVEYED TO FELIPE DELEON BY J.F. PARSONS AND <br />LAWRENCE R. PARSONS, JR. BY DEED DATED DECEMBER 6, 1945 <br />AND RECORDED IN VOLUME 133, PAGES 315-316, HAYS COUNTY <br />DEED RECORDS, TO ASCENCION ESQUIVEL; AUTHORIZING THE MAYOR <br />PRO TEMPORE TO EXECUTE A SPECIAL WARRANTY DEED TO ASCENCION <br />ESQUIVEL; AND DECLARING AN EMERGENCY. <br /> <br />Mrs. Norris moved to adopt the Ordinance. <br />motion, which passed unanimously. <br /> <br />Mr. Tarbutton seconded the <br /> <br />Mr. Stokes introduced for consideration an Ordinance on first reading <br />amending the Code of Ordinances as it pertains to the Personnel Appeals <br />Board, personnel appeals procedure and personnel classifications, read <br />in its entirety, the caption of which follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTIONS 2-27, 2-28, AND 2-29 OF THE CODE <br />OF ORDINANCES, CITY OF SAN MARCOS, TEXAS TO ELIMINATE THE <br />POWER OF THE PERSONNEL APPEALS BOARD TO RENDER A FINAL <br />DECISION IN PERSONNEL ACTIONS; TO ESTABLISH THE CITY MANAGER <br />AS THE FINAL AUTHORITY IN PERSONNEL MATTERS; TO ESTABLISH <br />THE CITY COUNCIL AS THE APPOINTING AUTHORITY FOR THE PERSONNEL <br />APPEALS BOARD; TO ELIMINATE THE PROHIBITION AGAINST MEMBERS <br />OF THE PERSONNEL APPEALS BOARD SERVING ON OTHER BOARDS, <br />COMMISSIONS AND COM1'lITTEES AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading. <br />seconded the motion, which passed unanimously. <br /> <br />Mr. Brown <br /> <br />Mr. Stokes introduced for consideration an Ordinance on first reading <br />changing thezoning of part of Lots 9, 10 and 11 in Block 4 and Lot 1 <br />
