<br />75. <br />Special Meeting <br /> <br />September 2, 2003 <br /> <br />Page 2 <br /> <br />Laurel Estates. He also thanked the Council for their hard work and for <br />bringing this disannexation to a closure. He also thanked the Council for <br />their dedication and for the dialogue for righting a wrong. He stated <br />people are pleased with the Council decision. 3) Billy McNabb stated he <br />wished to pass on speaking tonight. 4) James Bryant Jr. stated he feels <br />the annexation was wrong. He also stated he supports the disannexation of <br />these citizens. Mayor Habingreither asked if anyone else wished to speak. <br />No one did, so Mayor Habingreitherclosed the public hearing. <br /> <br />Mayor Habingreither introduced a discussion regarding the Activity Center <br />fees. Mr. Taylor presented the Council with a handout presentation <br />regarding the Activity Center fees. He stated he has concerns with the <br />expenses and wants to increase all fees to adequate levels. The Council <br />reviewed the annual Activity Center fees and budget. He encouraged the <br />council to adopt a policy of balanced budget for the Activity Center. Ms. <br />Narvaiz stated she agreed with Mr. Taylor and feels the Council should <br />strive to bring the budget to a balance. She stated she feels the City <br />should address the issue regarding subsidizing non-City resident users. <br />Mr. Thomaides stated he agrees the Activity Center fees should to <br />reviewed. He also stated he feels the individual fees should be increased <br />to lessen debt. He stated he feels the Activity Center is far more <br />important than what everyone expected it to be. He stated he feels the <br />Activity Center is a quality of life expense, and he feels the facility <br />was never expected to make money. Mr. Taylor stated he feels the <br />Activity Center should be marketed with other techniques. He stated he <br />hopes the Council is willing to set reasonable fees or direct the Parks <br />and Recreation Advisory Board to set fees to help reduce the shortfall. <br />Mr. Mihalkanin stated he feels if the fees are increased too high, this <br />will lessen the use of the Center. He stated he feels the City Government <br />is responsibile to provide a facility to help citizens ~ith health issues. <br />Mr. Montoya stated he agrees with Mr. Thomaidesand Mr. Mihalkanin on <br />several points. He stated he does not agree with raising the fees for <br />City residents, especially those with fixed incomes. He stated he is <br />willing to look at the fees for nonresidents. Mr. Diaz stated he can see <br />the pros and cons of both sides. He stated the facility was never meant <br />to make money. He feels the taxpayers would agree with the City trying to <br />lessen the debt. He agrees with raising the fees for nonresident users, <br />but does not agree with raising the fees so high that we run off people. <br />He also stated he does not agree with trying to turn the Activity Center <br />into a Convention Center. Mayor Habingreither stated the City needs to <br />decide what services will be provided to citizens. He stated he does not <br />agree with the City subsidizing services for nonresidents. Mr. Taylor <br />stated he agrees the Parks and Recreation Advisory Board should review the <br />rates and then make their recommendations to the Council. He inquired as <br />to the monthly fees to join the Activity Center. Rodney Cobb, Director of <br />Parks Department, stated the individual resident annual fees are $80.00 <br />and the nonresident fees are $160.00. Mr. Thomaides stated he agrees with <br />raising some of the fees. Mr. Taylor stated he does not expect the <br />Activity Center to make money.
