She stated the Council should forward their questions to the <br />Staff and the Parks and Recreation Advisory Board, so they can address the <br />Council's concerns. Mr. O'Leary stated he will have Staff direct the <br />Parks and Recreation Advisory Board to look at all program fees. Mr. Cobb <br />stated the Parks and Recreation Advisory Board is holding a Special <br />Meeting next week to discuss the fees. Mr. Mihalkanin inquired as to the <br />number of times the fees have been increased since 1994. Ms. Narvaiz <br />stated she also wants to know if memberships have dropped or increased <br />with fee; changes. Mayor Habingreither asked for the categories of the <br />different types of users. Mr. Cobb stated he could provide the number of <br />users, but will have a difficult time with the people who attend meetings <br />and wedding receptions, since they only know who signs the rental <br />agreement. Ms. Narvaiz inquired how the athletic tournament rates compare <br />to the high school gYm rental. Mr. Cobb stated the City uses the same fee <br />structures the school does. Mr. O'Leary stated the Parks and Recreation <br />Advisory Board will evaluate the rates and make their recommendations to <br />the Council. <br /> <br />Mayor Habingreither introduced a discussion regarding the opt-out <br />provision for the Sales Tax Holiday. 1) Ted Omohundro stated he is the <br />manager of the Prime Outlet. He presented the Council with a packet <br />regarding the sales from the Sales Tax Holiday. He stated this is the <br />number one weekend for many of the stores. He stated companies on <br />corporate levels have informed him that this weekend has set records for <br />many stores. He stated the packet he provided to the Council includes <br />letters from outlet stores, summary sheets on sales and media coverage <br />from Houston and Mexico. 2) Nancy Schmidt stated she is the store manager <br />for Fitz and Floyd. She stated Fitz and Floyd is a new store, which only <br />sells porcelain. She stated they do not sells tax~free items, but the <br />store managed to have record sales that weekend. 3) Bob Tiller stated he <br />is the owner of the Chinese Restaurant at the outlet mall. He stated he <br />benefits from the tax-free weekend, and the City does in many ways. He <br />feels the City would make a mistake by opting out of the Sales Tax <br />Holiday. 4) Joe Anne Kremer stated she is the manager of Coach. She <br />stated the Sales Tax Holiday weekend has been successful ever since it was <br />offered. She stated this year the holiday was the second biggest sales <br />weekend, even though they charge taxes. She stated it will be difficult <br />to separate City tax from the other taxes. 5) Tim Hawkins stated he is <br />the manager of VF Factory Outlet. He stated he was here when the tax-free <br />holiday first started, and this year his store set record sales. He <br />encouraged the Council to participate in the Sales Tax Holiday so the <br />outlet can be on the same level field as other communities. 6) George <br />Harris stated he is the manager of Stoneridge Hotels, which run the <br />Holiday Inn, Comfort Inn and Best Western here in San Marcos. He stated <br />this Sales Tax Holiday is the largest weekend for them. He stated he is <br />against the City opting out of the Sales Tax Holiday. 7) Paul Amin stated <br />he is a representative of the Hospitality Association. He stated the <br />Sales Tax Holiday affects many businesses in San Marcos. He stated the <br />occupancy was up this year during the Sales Tax Holiday. 8) Sherene <br />
