9. Centralize and manage all funding requests of City funds by outside agencies or <br />groups with a single City department. This is especially pertinent for Hotel <br />Occupancy Tax recipients to ensure the funds are distributed efficiently, while <br />minimizing the ability for double- dipping. Establish a vehicle to evaluate Hotel <br />Occupancy Tax recipients on a quarterly basis. <br />10. The City Council should consider participating in a workshop session with an <br />outside consultant who has experience and expertise in municipality board, <br />commission, and task force formation, structure, and management. <br />Categories of Board and Commission Recommendations: <br />In keeping with the City Council's direction, the Commission has made a list of <br />recommendations concerning the continuation of City boards and commissions. The <br />Commission's recommendations are made in the following categories: <br />1. Continue with No Change: These boards are functioning effectively and should be <br />continued without any adjustments in purpose or structure. <br />2. Consolidate: The functions of these boards are compatible with another board and <br />can be streamlined if combined. <br />3. Convert to a Sta Advisory Board: Boards recommended for conversion to Staff <br />Advisory Boards currently have the primary function of providing <br />recommendations about operational matters to City departments related to <br />programs and maintenance and development of facilities. City Directors would <br />make appointments using volunteer forms available through the City Clerk's <br />office. Staff Advisory Boards would hold posted meetings under the Texas Open <br />Meetings Act. Terms would continue at the currently designed tenure. <br />4. Convert to a Task Force: These boards have a short term and specific focus that will <br />end when their task is complete. The City Council would define the purpose, <br />tenure, and appoint members to the task force. <br />5. Retire: These boards have fulfilled their legal statutory mission and should be <br />retired. <br />• <br />
