General Recommendations <br />These recommendations can be applied to all boards and commissions to improve their <br />processes and provide more opportunities for visibility and public participation. These <br />are not listed in any particular order. <br />1. Provide a more specific and a more limited charge for long -term boards and <br />commissions. Give careful consideration if the charge is more of a short -term nature. <br />If so, give a specific charge and a specific time frame i.e. encourage more special <br />purpose, focused task forces which are dissolved after they have met the charge. Use <br />temporary "Task Forces" or informal committees to address transient issues, specific <br />facilities or programs. <br />2. Encourage diversity and minority leadership that is more reflective of the community. <br />Encourage participation by historically under - represented populations. <br />3. Reduce the number of boards & commissions to improve efficiency and effectiveness. <br />4. Remove all direct authority of boards and commissions over City staff. Boards and <br />commissions should be advisory in nature and all final decisions of policy or resource <br />• use should be made by City staff, the City Manager and ultimately the elected City <br />Council. <br />5. Remove all direct funding of boards and commissions. City departments should be <br />funded and boards and commissions should suggest how the departments spend the <br />funding. <br />6. Reduce the number of official boards and commission meetings to four (4) times per <br />year when /where possible. <br />7. Conduct board and commission development workshops two (2) times per year to <br />teach citizens how to be efficient and effective while preserving a global view of City- <br />wide priorities. <br />S. Require an annual report of goals and accomplishments from every board and <br />commission to the City Council. The report should be as consistent as possible to <br />obtain accurate information about staff time expended and be attested by the <br />commission chairman and staff liaison. This process would also assist future Sunset <br />Commissions by providing a consistent set of annual report records for review. <br />31 <br />
