Board and Commission Recommendations • <br />The Sunset Advisory Commission finds that City boards and commissions play a vital <br />role in advising City Council and staff regarding public policy issues. The Commission's <br />recommendations to consolidate or retire are based upon conclusions ascertained for <br />ways in which boards and commissions may function more effectively. The Sunset <br />Commission appreciates the time and commitment put forth by members of the <br />community who serve on these bodies and would like to ensure that the experience is <br />both necessary and rewarding. <br />1. Airport Commission- No change. <br />The Airport Commission has nine (9) members and provides advice and <br />recommendations to the City Council in matters regarding the operations and <br />improvements at the San Marcos Municipal Airport. Commissioners are knowledgeable <br />about issues pertaining to the Airport. Duties of this Commission are unique and do not <br />duplicate the functions of other boards. The Airport Commission meets monthly to <br />discuss Airport policy matters. Although no specific change in recommended, the <br />Commission noted the need for a clear and formal appeals /complaint process as well as <br />the need for diversity in Airport Commission Membership. <br />2. Animal Shelter Adviso ry Committee - N o change. • <br />The Animal Shelter Advisory Committee is established in accordance with State law and <br />has seven (7) members who serve in an advisory capacity to Community Services on <br />matters involving compliance with state laws that regulate animal shelters. The members <br />are appointed to staggered 3 -year terms. The Commission did not suggest any changes <br />to this committee. <br />3. Arts Commission- No change. <br />The Arts Commission, composed of seven (7) members, is charged with providing <br />oversight for public art related expenditures from the Hotel Occupancy Tax fund. The <br />Commission meets quarterly to review applications for arts funding. The board has <br />made many improvements to the application process, including formulating a two -part <br />test when considering all applicants. <br />• <br />9 <br />
