Recommendation: Since this is a newly formed committee, it is premature to make a • <br />recommendation for retirement or consolidation. The Commission, however, suggests <br />the original intent in regard to scope and purpose be reviewed by the City Manager and <br />or City Council. <br />25. Youth Commission- Retire. <br />The Youth Commission currently has seven (7) members who work to involve the entire <br />community in promoting fundamental resources or goals for the health development of <br />all youth in the greater San Marcos area. The Commission was established in March 2000 <br />and has consistently had difficulty reaching a quorum. <br />Recommendation: Encourage the Community Services Department to involve youth and <br />youth advocates in decisions regarding youth programs and services. <br />26. Zoning Board of Adjustments and Appeals- No change. <br />The Zoning Board of Adjustments and Appeals is comprised of five (5) members and is <br />established by state and local law to consider variances and special exceptions to the <br />design standards established in the Zoning Ordinance. The board has to be effective in • <br />balancing the interests of neighbors, property owners and other affected by decisions. <br />The process is open to citizen participation. The functions of the board are quasi - judicial <br />and must meet specific criteria for granting variances. <br />Conclusion <br />This concludes the 2009 Sunset Advisory Commission's recommendations respectfully <br />submitted for your consideration. We appreciate your time and thank you for the <br />opportunity to serve in this capacity on behalf of the San Marcos community.
