I. Deport and Recommendations <br />Introduction <br />The City of San Marcos is fortunate to have citizens who demonstrate their dedication <br />and commitment to the community by volunteering on City boards and commissions. <br />The expertise, time commitment, and judgment help the City Council and staff make <br />many important decisions affecting the direction of the San Marcos community. The <br />Sunset Advisory Commission applauds the dedication exhibited by boards and <br />commissions to contribute to the well -being and quality of place for the citizens in our <br />City. <br />The City Council asked the Sunset Advisory Commission to look for opportunities to <br />streamline the board and commission structure to ensure that each group has clearly <br />defined purposes that are current, relevant and merit full -time board attention. The City <br />Council asked the Commission to evaluate whether other structures, including staff <br />advisory boards and task forces would create effective alternatives for citizen <br />participation. The Council further asked the Commission to determine whether any <br />boards or commissions had fulfilled their purpose and were ready for retirement. The <br />goal is to ensure that boards and commissions make timely and relevant contributions to • <br />municipal government and citizens who serve on these groups have both a meaningful <br />and fulfilling experience. <br />Purpose <br />According to the ordinance establishing the Sunset Advisory Commission (Appendix A), <br />the Commission is charged with reviewing City Council and Staff - appointed boards and <br />commissions and recommending "whether a public need exists for the continuation of a <br />City board, commission or committee ". <br />Scope and Methodology <br />The City Council appoints the seven - member Sunset Advisory Commission every five (5) <br />years. The Commission reviewed twenty -six (26) Boards and Commissions appointed by <br />the City Council and staff, four of which are mandated by State Law. <br />This review does not include temporary boards or task forces that have been recently <br />appointed or are under consideration by the City Council to review specific subject <br />matters, such as the Low Power Radio Station Programming Task Force, Efficiency Task <br />Force, Extended Bar Hours Task Force, Branding Task Force and IH -35 Redevelopment <br />Task Force. 0 <br />c <br />
