1.0.5 Any provisions in this Agreement pertaining to the City's review, approval and/or <br />acceptance of written materials prepared by the Consultant and/or its subconsultants, contractors, <br />and subcontractors in connection with this Agreement will not diminish the Consultant's <br />responsibility for the materials. <br />1.0.6 Consultant will perform all of its services in coordination with the City. The Consultant <br />will advise the City of data and information the Consultant needs to perform its services and the <br />Consultant will meet with City representatives at mutually convenient times to assemble this data <br />and information. <br />1.0.7 Susan Henderson is the Consultant's Project Representative assigned to this Project. The <br />Consultant will not substitute another representative for these projects unless approved in writing <br />by the City in advance of such proposed substitution. In the event the City and the Consultant <br />cannot agree to the substitution of the Project Representative, the City may terminate this <br />agreement in accordance with Article 7. <br />1.1 PHASE 1- PRE-CHARETTE <br />The Consultant will: <br />1.1.1 Work Plan and Communications Launch. In collaboration with the City, refine the <br />specific scope of work and time lines for the three stages of the Project and develop a work plan <br />that provides a roadmap from Project conception to successful implementation of a plan in line <br />with the City's vision for the future. In addition, the Consultant will coordinate with the City to <br />acquire the necessary base maps and/or GIS data, printed to the appropriate scale. The <br />Consultant will provide direction to City Staff so that the City can perform the Synoptic Survey <br />and Equivalency Tables independently, including density analysis, mapping and photography <br />review and discussion of political support of selected sites. <br />1.1.2 Marketing and Communications Campaign. As part of the Marketing and <br />Communications Campaign: <br />a) Assist the City in its creation of a database of stakeholder contact information for <br />initial outreach via email campaigns for public engagement. <br />b) Solicit commitment from stakeholders to participate in the Charrette and to create an <br />environment of transparency and trust in the planning process and in the development <br />of the land use and development regulations. <br />c) Guide the outreach effort and frame the agenda-setting conversation through web, e- <br />mail and press communications. The Consultant will make specific recommendations <br />regarding the most appropriate forms of media and community outreach, making use <br />of any existing communications channels in San Marcos, including but not limited to <br />street banners and informational brochures.
