General Information <br /> <br />1.01. Project Description. The proposed development of Lot 4, Stagecoach Business Park <br />Subdivision (the "Project Site") can be described generally as a lumberyard use consisting of <br />retail building supplies and equipment rental facility. <br /> <br />1.02. Project Location. The Project Site is located at the intersection of Wonder World Drive <br />and Stagecoach Trail. <br /> <br />1.03. Phasing. The project is expected to be constructed in a single phase. <br /> <br />1.04. Reasons for use of PDD. The Property Owner recognizes that the uses proposed for the <br />property depicted on the attached land use plan require rezoning of the Project Site from "c" <br />Commercial to "C-2" Heavy Commercial zoning district. The Property Owner understands that <br />the Planning and Zoning Commission and/or City Council of the City of San Marcos may have <br />significant concerns about allowing all of the uses listed as permitted uses in a "C-2" Heavy <br />Commercial zoning district at the location of the Project Site, because of the need for <br />compatibility between uses of the Project site and surrounding areas that are expected to develop <br />under "c" Commercial zoning as opposed to "C-2" Heavy Commercial zoning. In addition, <br />Wonder World Drive, to which the project is oriented, has been and is expected to continue to <br />serve as a significant "community gateway" into San Marcos, and therefore careful attention <br />should be paid to future development and redevelopment along Wonder World Drive to promote <br />a high quality, attractive entryway into the City. This project is being designed with a view to <br />these factors and incorporates substantial architectural and aesthetic elements that exceed the <br />standards for both the "c" Commercial and the "C-2" Heavy Commercial zoning districts. <br /> <br />Part 2. Land Use Designation <br /> <br />2.01. Base Zoning - C-2 Heavy Commercial. This zoning district aìlows "lumberyaràs,'" <br />"contractor sales yards," and "equipment rental businesses," which comprise the intended use for <br />the Project Site. But this zoning district also allows uses such as "automotive repair businesses <br />which include engine overhauling" and "farm, construction, or other heavy equipment sales and <br />service," which are not intended uses for the Project Site. The Sector One Plan describes this <br />area as being "intended for commercial use". <br /> <br />2.02. PDD Restrictions on Land Use.
