20. Consider adoption of Resolution 2008 -56R, authorizing the submission of a <br />Brant application to the United States Department of Justice, Office of Justice <br />Programs' Bureau of Justice Assistance for a Justice and Mental Health <br />Collaboration Program Grant to fund the creation of a Mental Health Task Force <br />with Hays County and Scheib MHMR; authorizing the city's expenditure of local <br />matching funds and authorizing the Interim City Manager to act on the city's behalf <br />with regard to the submission of the Brant application and the resultant contracts <br />and other documents related to this Brant; and declaring an effective date. <br />21. Consider adoption of Resolution 2008 -57R, authorizing the purchase of a parcel <br />of land for right -of -way totaling 12.8678 acres, more or less, in connection with the <br />Wonder World Drive Extension Project; authoring the City Manager to execute all <br />necessary documents in connection with the purchase; and declaring an effective <br />d- <br />22. Consider approval of a waiver of City permit, impact and tap fees for the new <br />family violence shelter project. <br />23. Consider setting a special meeting time and date for Wednesday, April 30, 2008 <br />at 6:00 p.m. <br />Items 19 and 22 were pulled from the Consent Agenda. <br />MOTION: Upon a motion made by Councilmember Jones and a second by <br />Councilmember Guerrero, the City Council voted seven (7) for and none (0) opposed, to <br />approve the Consent Agenda, less items 19 and 22. The motion carried unanimously. <br />(19)MOTION: Upon a motion made by Councilmember Guerrero and a second by <br />Councilmember Couch, the City Council voted seven (7) for and none (0) opposed, to <br />adopt Resolution 2008 -55R, amended to reflect that the mitigation funds would be paid <br />either to Hays County, with the approval of Fish and Wildlife, or to the Nature <br />Conservancy. The motion carried unanimously. <br />Will Conley, 1200 Thorpe Lane, suggested an amendment to the resolution allowing the <br />funds to be paid to either Hays County or the Nature Conservancy <br />Dianne Wassenich, 11 Tanglewood, stated there are Golden Cheeks here in San Marcos, <br />even in people's bird baths. She recommended keeping the money close to home. <br />(22)MOTION: Upon a motion made by Mayor Narvaiz and a second by <br />Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, <br />to approve a waiver of City permit and tap fees for the new family violence shelter <br />project (impact fees were not included in the waiver).
