24. Public Hearing to receive comments for and asainst setting the rate for once per <br />week collection of residential solid waste and recyclable materials at $13.98 per <br />month; and including procedural provisions; and consider ordinance on the first of <br />three readings. <br />Mayor Narvaiz opened the Public Hearing at 8:21 p.m. Dianne Wassenich, 11 <br />Tanglewood, stated that going to once -a -week pickup will be an incentive for recycling. <br />David Cooper, RR Waste Solutions, Inc., opposed the manner in which the City extended <br />the contract with TDS and stated an RFP should be requested to get competitive bids. <br />There being no further public comments, the Public Hearing was closed at 8:25 p.m. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Jones, the City Council voted five (5) for and one (1) opposed, with <br />Councilmember Couch voting against, and Councilmember Guerrero abstaining, to <br />approve the ordinance on the first of three readings. The motion carried. <br />25. Re- consideration of Ordinance 2008 -12, adopted April 1, 2008, approving an <br />amendment to the future land use map from "LDR" Low Density Residential to <br />"MDR" Medium Density Residential for a 0.156 acre, more or less, tract of land <br />located at 606 and 608 McArthur; for amending the official zoning map of the city <br />by rezoning this tract from "SF -4.5" Sinile Family Residential District to "DR" <br />Duplex Residential District; including procedural provisions; and providing for <br />penalties. <br />Council declined re- consideration of Ordinance 2008 -12. <br />26. Re- consideration of Ordinance 2008 -13, adopted April 1, 2008, amending the <br />official zoning map of the city by rezoning a 5.28 acre, more or less, tract of land <br />located in the Stagecoach Professional Center located at the intersection of <br />Stagecoach Trail and Hunter Road from "GC" General Commercial District to <br />"CC" Community Commercial District, including procedural provisions; and <br />providing for penalties. <br />Council declined re- consideration of Ordinance 2008-13. <br />27. Public Hearing to receive comments for and asainst a substantial amendment to <br />the Fiscal Year 2007 Community Development Block Grant Prosram Action Plan to <br />redefine the scope of the Village of San Marcos Project; authorizing the City <br />Manager to act as the official representative of the city in matters related to the <br />CDBG Program and Action Plan and declaring an effective date, and consider <br />adoption of Resolution 2008 -58R. <br />Mayor Narvaiz opened the Public Hearing at 9:15 p.m. There being no public comments, <br />the Public Hearing was closed at 9:15 p.m. <br />PDFConvert.2752.1.RM041508 Minutes.doc <br />Page 6 of 7 <br />
