Docusign Envelope ID: E74COCFE-CO64-4OD2-A75B-E107999569F8 <br />Project: <br />SECTION 3 CERTIFICATION FORM ONE: WILL FOLLOW PRIORITIZATION OF EFFORT FOR BID PACKET <br />This form must be filled out and returned with your bid. <br />Business Information <br />Name of Business: <br />Address of Business: <br />Name of Business Owner: <br />Phone Number of Business Owner: <br />Email Address of Business Owner: <br />PRIORITIZATION OF EFFORT FOR EMPLOYMENT, TRAINING, AND CONTRACTING <br />It is not intended for contractors and subcontractors to terminate existing employees, but to make every effort feasible <br />to meet Section 3 benchmark goals by utilizing existing qualified workforce and by considering qualified eligible Section 3 <br />workers and Targeted Section 3 workers, per the prioritization of effort outlined in this section, before any other person, <br />when hiring additional employees is needed to complete proposed work to be performed with all HUD CDBG programs. <br />EMPLOYMENT AND TRAINING <br />1) To the greatest extent feasible, and consistent with existing Federal, state, and local laws and regulations, the <br />City, contractors, and subcontractors shall ensure that employment and training opportunities arising in <br />connection with Section 3 projects are provided to Section 3 workers within the county in which the project is <br />located. <br />2) Where feasible, priority for such employment opportunities and training should be given to: <br />a. Section 3 workers residing within the service area or the neighborhood of the project (that is, Targeted <br />Section 3 Workers), and <br />b. Participants in YouthBuild programs. <br />Nothing in this part shall be construed to require the employment of someone who meets this definition of a Section 3 <br />worker. Section 3 workers are not exempt from meeting the qualifications of the position to be filled. <br />2. CONTRACTING <br />1) To the greatest extent feasible, and consistent with existing Federal, state, and local laws and regulations, the <br />City, contractors, and subcontractors shall ensure contracts for work awarded in connection with Section 3 <br />projects are provided to business concerns that provide economic opportunities to Section 3 workers residing <br />within the county in which the project is located. <br />2) Where feasible, priority for such contracting opportunities should be given to: <br />a. Section 3 business concerns that provide economic opportunities to Section 3 workers residing within <br />the service area or the neighborhood of the project (that is, Targeted Section 3 Workers), and <br />b. YouthBuild programs. <br />Nothing in this part shall be construed to require the contracting or subcontracting of a Section 3 business concern.
