G. Sponsor Support & Input from other Government Agencies and the Public: <br />Sponsor: The City of San Marcos has reviewed the Preliminary Restoration Plan. The city <br />concurs with the recommendations and has stated their intent to participate in the <br />implementation of the proposed project including project cost sharing and 0 &M <br />responsibilities. Enclosure 4 is the City of San Marcos letter of intent. <br />Other Government Agencies: The USFWS and TPWD have reviewed the Preliminary <br />Restoration Plan and concur with the project recommendations. Both agencies will be <br />involved as project planning team members to help implement various project deliverables <br />including but not limited to field habitat assessments, assessment of proposed project <br />alternatives, project with and without conditions, Section 7 consultation, planning aid and <br />Fish and Wildlife Coordination Act (FWCA) reports and O &M recommendations. Enclosure <br />5 is the USFWS letter of support. Enclosure 6 is the TPWD letter of support. <br />Public: Removal and modification of the Rio Vista and Cummings Dams will likely have <br />both positive and negative support from the public. The Rio Vista Dam is currently a high <br />use recreational area for swimming and boating and would need to continue as such after <br />restoration to maintain a positive public opinion. Likewise, the Cummings Dam would <br />require public support from local landowners to include this measure in the final restoration <br />plan. Implementation of other project restoration measures will likely have beneficial public <br />support due to the increase in recreational opportunities, educational opportunities and area <br />aesthetics. Public meetings, prior to selection of the recommended plan and during the <br />National Environmental Policy Act (NEPA) process, may be required to determine public <br />sentiment. Public concerns related to the proposed project will also be assessed during the <br />30 -day public review period of the environmental assessment (EA). <br />7. Real Estate and LERRD Requirements: The restoration project will be implemented on <br />lands currently owned or acquired by the City of San Marcos. Approximately 50 acres of <br />land will be provided by the sponsor along and within the San Marcos River from City Park <br />downstream to Interstate 35. The City of San Marcos owns property adjacent to the river on <br />both sides of the river from City Park downstream to East Hopkins Street, on the west bank <br />from East Hopkins Street downstream to Cheatham Street and on both sides of the river from <br />Cheatham Street downstream to Interstate 35. <br />Approximately 4.0 acres of land will need to be acquired and provided by the City of San <br />Marcos to implement the Cummings Dam removal (2.0 acre) and Purgatory Creek wetland <br />creation (2.0 acres). All lands and easements not currently owned by the city will be <br />acquired in fee or through conservation easements prior to the construction phase of the <br />project. <br />All acreages were estimated based on land associated with the proposed restoration features. <br />The real estate plan, gross appraisal and defined project boundaries will be refined during the <br />Feasibility phase of the project. An estimate of $18,000/acre was used for the preliminary <br />restoration plan to calculate sponsor land benefits. This value was estimated by using the <br />gross appraisal from the Spring Lake Section 206 Ecosystem Restoration Project, which is <br />located j ust upstream from the proposed project.
