On roll call the following vote was recorded: AYE: Narvaiz, Habingreither, Montoya, Taylor and Diaz. NAY: Thomaides. ABSTAIN: None. The Council then voted unanimously for adoption of the Ordinance on emergency. Mayor Habingreither introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2, ARTICLE 5 OF THE CITY CODE TO REVISE AND UPDATE THE CITY ETHICS ORDINANCE; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. Thomaides seconded the motion, which passed unanimously. Mayor Habingreither introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider this Ordinance. The caption reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 5.57 ACRE TRACT OF PROPERTY LOCATED IN THE 100 BLOCK OF WONDER WORLD DRIVE, FROM "c" COMMERCIAL DISTRICT TO "PDD" PLANNED DEVELOPMENT DISTRICT (WITH BASE ZONING OF "C-2" HEAVY COMMERCIAL DISTRICT)¡ APPROVING A LAND USE PLAN AND DEVELOPMENT STANDARDS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Habingreither introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING CITY COUNCIL MEMBERS AS VOTING DELEGATE AND ALTERNATE VOTING DELEGATE FOR THE CITY AT THE ANNUAL BUSINESS MEETING OF THE NATIONAL LEAGUE OF CITIES TO BE HELD IN DECEMBER, 2003; AUTHORIZING THE MAYOR TO EXECUTE ANY DOCUMENTS INCIDENT TO THE DESIGNATIONS¡ AND DECLARING AN EFFECTIVE DATE. Mr. Taylor moved for adoption of the Resolution and Ms. Narvaiz seconded the motion. Ms. Narvaiz moved to amend Part 1 to read Jacob Montoya as voting delegate and Part 2 to read John A. Diaz as alternate voting delegate, and Mr. Thomaides seconded the motion, which passed unanimously. The Council then voted unanimously for adoption of the Resolution.
