<br />Regular Meeting <br /> <br />September 22, 2003 <br /> <br />136. <br />Page 3 <br /> <br />votinq members appointed by the City Council as described in subsection <br />(b), and five non-votinq ex-officio members, and subsection (b) to add City <br />Council Member, and Mr. Montoya seconded the motion. On roll call the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Narvaiz, Habingreither, Montoya, Taylor and Diaz. <br /> <br />NAY: <br /> <br />Thomaides. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />The Council then voted unanimously for adoption of the Ordinance on <br />emergency. <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 2, ARTICLE 5 OF THE CITY CODE TO REVISE AND UPDATE <br />THE CITY ETHICS ORDINANCE; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br /> <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Thomaides seconded the motion, which passed unanimously. <br /> <br />Mayor Habingreither introduced for consideration reconsideration of a <br />Zoning Ordinance. The Council did not wish to reconsider this Ordinance. <br />The caption reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 5.57 ACRE <br />TRACT OF PROPERTY LOCATED IN THE 100 BLOCK OF WONDER WORLD DRIVE, FROM <br />"c" COMMERCIAL DISTRICT TO "PDD" PLANNED DEVELOPMENT DISTRICT (WITH <br />BASE ZONING OF "C-2" HEAVY COMMERCIAL DISTRICT)¡ APPROVING A LAND USE <br />PLAN AND DEVELOPMENT STANDARDS; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br /> <br />Mayor Habingreither introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />DESIGNATING CITY COUNCIL MEMBERS AS VOTING DELEGATE AND ALTERNATE <br />VOTING DELEGATE FOR THE CITY AT THE ANNUAL BUSINESS MEETING OF THE <br />NATIONAL LEAGUE OF CITIES TO BE HELD IN DECEMBER, 2003; AUTHORIZING <br />THE MAYOR TO EXECUTE ANY DOCUMENTS INCIDENT TO THE DESIGNATIONS¡ AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Taylor moved for adoption of the Resolution and Ms. Narvaiz seconded <br />the motion. Ms. Narvaiz moved to amend Part 1 to read Jacob Montoya as <br />voting delegate and Part 2 to read John A. Diaz as alternate voting <br />delegate, and Mr. Thomaides seconded the motion, which passed unanimously. <br />The Council then voted unanimously for adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br />
