5. Invocation <br />Pastor Tom Ray, with the Hill Country Church, provided the invocation. <br />6. Pledge of Allegiance <br />The assembly recited the Pledge of Allegiance. <br />7. Citizen Comments <br />Dianne Wassenich, l l Tangelwood, San Marcos, Texas 78666, spoke regarding the River <br />Foundation. She reported that the area is vulnerable to flash flooding. She reminded the <br />Council of the 1998 great flood and noted that was only one-third of what is happening in <br />the water shed around us. She stated that a 24-hour rain fall event here is comparable to <br />Bangladesh. <br />Abby Brittain, 927 Willow Creek, San Marcos, Texas 78666, thanked the city for its <br />support of Bobcat Build. Every department of the city and all the council members were <br />very supportive of the effort. <br />8. Staff Reports <br />Rick Menchaca, City Manager, reported that he had attended the Envision Central Texas <br />Awards luncheon, and the City was a nominee. He also noted that it is time for the <br />budget kickoff. He noted that he will be visiting with everyone in the next few weeks. <br />9. City Council Reports <br />Mayor Narvaiz and the Council honored Collette Jamison for her service as the Interim <br />City Manager. <br />C.J. Morgan, Student Liaison, reported that today wrapped up the 2008 spring semester. <br />He participated in the ASG elections and the subsequent run-off election, where several <br />pieces of legislation were passed. He reported there was a concealed handgun debate on <br />campus that received national attention. He worked with the Boys and Girls Club on a <br />project to save our water. He interviewed with Patrick Rose and completed a video that <br />will premier soon. His summer projects include bringing recycling to more businesses <br />(restaurants and bars to recycle bottles and cans). He reminded everyone that graduation <br />is this weekend. He thanked Collette Jamison for her service and welcomed the new city <br />manager. <br />Councilmember Bose thanked Collette Jamison and staff for getting us through this time. <br />Councilmember Guerrero thanked Rebecca Brittain for her service and welcomed the <br />new city manager. He reported that he gave him a tour of city to see San Marcos through <br />his eyes.
