of the river and availability of water; 9) too many diverse priorities; and 10) taxes. The <br />four major strategic things to consider are: 1) expand economic development; 2) improve <br />the image of San Marcos; 3) enhance the region's transportation grid; and 4) improve <br />collaboration between the city and regional entities. <br />A strategic plan is a guide for accomplishing the organizational mission and should be a <br />three -five year plan. There four steps to the process: 1) visioning; 2) mission statement <br />development; 3) goal development (Staff needs to develop the goals); and 4) creation of <br />action steps (what must be done to accomplish goals). The critical problems that are <br />inherent are: 1) stressing numbers rather than quality; 2) neglecting the analysis of <br />external and internal environment; 3) failure to link goals and action steps; 4) omission of <br />measurable action steps; and 5) not identifying the financial implications. The next steps <br />to be taken are: 1) a comprehensive strategic plan developed by city staff; 2) council <br />needs a follow up retreat in June to review the draft strategic plan; 3) the city manager <br />will further clarify and develop a succession plan for city staff; 4) there must be a shared <br />commitment with staff and council; and 5) improve communications with the public. <br />26. Discussion on the presentation by Daniel Singh from Land Developers <br />Associates Corp. re?ardin? the proposed Prime Village development. <br />Daniel Singh, President of Land Developers Associates Corp., thanked staff for their <br />professionalism and courtesy. Brian McCarthy, Land Use Planner, provided a slide <br />presentation on Prime Village. It will be located east of the Prime Outlets center and near <br />the convention center. It will have a commercial streetscape theme with high-end multi- <br />family and mixed use. Peter Knowlton discussed the conceptual site plan. They are <br />going with a Village theme with lots of green walkway, accessing the entire community. <br />There will be water amenities incorporated. Mr. McCarthy discussed the streetscape <br />with hotels, a movie theater, restaurants, major retail, retail shops, and offices over retail. <br />The street theme will keep traffic to a minimum and will be more pedestrian friendly. <br />There will be circular features like fountains. Adjacent to commercial area there will be <br />multi-family housing and mixed use. The high-density residential will support the <br />commercial center. It will be located on 45-50 acres with 1,600-1,700 units and <br />subterranean parking. There will be a central park theme and will be accessed by the <br />trails. It will have trees, a public recreational center, and will accommodate all types of <br />uses. The pedestrian paths will be circular and centered to allow people to get throughout <br />the project. The water basin amenities will bring people in and will not be just standard <br />water control features. Four-plex lots will be located on the north end of the project. <br />The small lot, single family area will be located just below those with 3,500-4,000 square <br />foot lots, accommodating 490-510 homes. Below that will the large lot, single family <br />higher end market segment. It will be situated on 125 acres with 460-480 homes on <br />8,000 -10,000 square foot lots. They are proposing that section be a gated community <br />with attractive entry features. The gated community will be open to pedestrian traffic. <br />27.
