MOTION: Upon a motion made by Councilmember Couch and a second by <br />Councilmember Guerrero, the City Council voted seven (7) for and none (0) opposed, to <br />approve Ordinance 2008-20, as previously captioned. The motion carried unanimously. <br />23. Consider Ordinance on the second of three readings setting the rate for once per <br />week collection of residential solid waste and recyclable materials at $13.98 per <br />month; and including procedural provisions. <br />MOTION: Upon a motion made by Councilmember Guerrero and a second by <br />Councilmember Thomaides, the City Council voted seven (7) for and none (0) opposed, <br />to approve the ordinance on the second of three readings. The motion carried <br />unanimously. <br />TDS representatives will bring additional language to be considered at the May 20 <br />meeting related to: 1) additional cart/cart cost; 2) single-stream rate; and 3) when single- <br />stream comes available in Austin, it will be made mailable to San Marcos. <br />24. Consider setting a ioint workshop with the Transportation Advisory Board. <br />MOTION: Upon a motion made by Councilmember Guerrero and a second by <br />Councilmember Jones, the City Council voted seven (7) for and none (0) opposed, to set <br />a j Dint workshop with the Transportation Advisory Board for Tuesday, June 24, at 6:00 <br />p.m. The motion carried unanimously. <br />25. Discussion on the presentation on the results of the Citizen Summit Meetings <br />and the development of a City Vision Statement and direction to staff. <br />Dr. Richard Lewis reported on the Community Visioning Process. He led focus groups <br />regarding the vision of the city, and 175 participated. He outlined the initiatives the city <br />must take: 1) target economic development; 2) protect the environment; 3) continue <br />collaboration between the city, county, university, and school district; 4) develop <br />transportation alternatives; 5) improve zoning and code enforcement; 6) a strategic <br />planning process that looks at population growth; 7) promote a sense of community; and <br />8) give the citizens a voice in government. <br />The major problems identified in the process are: 1) the need for a comprehensive <br />transportation plan; 2) economic development and diversification; 3) improving school <br />and education opportunities; 4) smart growth; 5) affordable housing; 6) city image and <br />tourism; 7) water sources for the future; 8) job creation; 9) building code enforcement <br />and zoning; and 10) environmental protection of parks. <br />He reported that he had met with the Council, and basic vision is growth is good, but <br />there must be amenities for the community. It balances the quality of life and economic <br />development with an increased well-being of the community. Council issues were <br />determined to be: 1) economic development; 2) housing; 3) poverty; 4) city image; 5) a <br />negative perception of public schools; 6) citizen apathy; 7) transportation; 8) protection <br />PDFConvert.2895.1.RM050608 Minutes.doc <br />Page 7 of 9
