?W *44 <br />Work Plan <br />San Marcos, Texas Park Rangers <br />Problem <br />The main problem facing the Park Rangers Team is keeping up with the demand for <br />their emergency medical and rescue services with appropriate equipment. Central <br />Texas has experienced phenomenal growth In the past 7 years. San Mares' <br />population has increased by 41.1 % since 2000 according to the Texas State Data <br />Center Population Estimates. This growth, ironically, has not fully enabled the city to <br />keep pace with demand for services. While there are several new subdivisions and <br />affordable family homes being built, still a large percentage of the city's residents are <br />listed as below poverty level. The tax base from property owners is not as favorably <br />apportioned as some other cities of similar size. (San Marcos, a college town, is an old <br />community surrounded by farmland on the east and large ranches on the west.) <br />Recognizing the Park Ranger Program's value, the city has increased the budget for the <br />program each year, and allowed for a 40% increase in Program expenditures in the last <br />year to keep up with personnel needs and consumable supplies. Multiple bond issues <br />to address various city needs have been approved. The city does not have the means <br />to further increase the Park Ranger budget to obtain equipment. To help solve this <br />problem, The Paris Rangers are applying for this DSHS grant for assistance in acquiring <br />the much-needed equipment to expand our EMS service capabilities and improve <br />emergency healthcare delivery to those in need. <br />Objectives <br />The primary goal of this project to equip the Park Rangers is to increase the safety and <br />health of our park patrons. Currently, only three of the ten First Responder vehicles <br />bikes are fully equipped. Obtaining the requested equipment-to distribute among all <br />vehicle units (truck and All Terrain Vehicles-ATVs) and two base stations will allow the <br />Rangers to have more immediate access to life saving equipment. This new equipment <br />will solve the problem of inaccessibility to appropriate emergency equipment. Our <br />Rangers are mobile First responders to a tremendous variety of incidents. We use our <br />knowledge and training in emergency health care assessment and treatment, rescue <br />techniques, and law enforcement to care for and protect people. <br />Property equipped Rangers are more effective in their efforts. The objective here is to <br />find the necessary funds to purchase the equipment. Specific program equipment <br />needs have identified and listed in the budget page of this request. <br />A related objective of this request is training for our Rangers. We have ongoing in- <br />house training but need to include Wilderness Medical Associates WEMT-B to our <br />training and knowledge. We also plan to provide the Rangers with greater access to <br />manikins for training purposes. The objective here is to obtain the manikins and put <br />them into service in future training sessions. A properly trained Ranger is more effective <br />in his/her job duties. (This includes refresher-training courses)
