? ?
Work Plan
San Marcos, Texas Park Rangers
A third objective in addressing the equipment shortfall is to acquire personal GPS units
and cameras to aid communications and documentation between Rangers and other
agency response partners.
Our plan to address this equipment deficit is two-fold. First, with input from the Ranger
Team, the Ranger Supervisor has identified the most urgently needed items, accounted
for the number of additional units to outfit, and researched and documented prices in
our project budget. Secondly, upon receipt of funds, the Ranger Coordinator (with
eleven years' experience as a Park Ranger) will immediately begin ordering the needed
equipment items to put into immediate use by the Ranger Team.
The timeline for the project is:
Upon receipt of grant funds, (estimated by October 1, 2008), Park Rangers Supervisor
Will Schrall will begin the ordering process t obtain project equipment with department
purchase cards. All items will be ordered by January 1, 2009. AN Park Rangers will be
trained (refresher training in most cases) in the proper use and maintenance of all
equipment in sessions from January through the end of May. All Park ranges will be
fully trained and the project equipment will be put into action on Memorial Day weekend
which is the start of our peak service season.
Evaluation
The projects' success will be evaluated as effective and efficient when the acquired
equipment is documented as having been used as intended. The nature of the job
duties and the equipment utilized to provide emergency services are considered when
quantifying program results.
Our goal is to have better emergency preparedness and better outcomes for ill or
injured park patrons. Over the last 10 years of each peak season, the San
Marcos/Hays County EMS has responded to an average of 50 calls to assist the Paris
Rangers. Our goal through this equipment purchase is to improve Paris Rangers'
capacity to property evaluate and treat emergent and non-emergent cases to reduce
these assistive call-outs by 30°x6. By easing the burden on the City/County EMS units,
they will be more available to respond to priority calls like motor vehicle accidents within
their jurisdiction. The use of the proper life-sustaining, rescue and training equipment
and response times will be carefully monitored and documented.
Any life saved with the use of the additional equipment will be justification for the entire
program, project and equipment acquisition. The overall success of the project will be
determined by achieving a successful year of exemplary emergency health cane service
to the citizens and visitors of San Marcos.
Budget
The 11-month budget for this project is conservative. The Park Rangers are part time
employees and the program shares resources of office, vehicle storage, and training
with other City entities. This adds to the programs' efficiency. It is cost-effective
because the Ranger Supervisor will distribute the equipment to all Rangers in various
park locations to maximize its availability and utilization across the city.
