CERTIFICATE FOR RESOLUTION NO.2026-32R <br />I, the undersigned City Clerk of the City of San Marcos, Texas, hereby certify as follows: <br />1. The City Council of said City convened in Regular Session on February 17, 2026, at the <br />regular meeting place thereof, and the roll was called of the duly constituted officers and members <br />of said City Council, to -wit: <br />Jane Hughson, Mayor <br />Matthew Mendoza, Councilmember, Place 1 <br />Josh Paselk, Councilmember, Place 2 <br />Alyssa Garza, Councilmember, Place 3 <br />Shane Scott, Councilmember, Place 4 <br />Lorenzo Gonzalez, Councilmember, Place 5 <br />Amanda Rodriguez, Councilmember, Place 6 <br />and all of said persons were present, except for the following: thus <br />constituting a quorum. Whereupon, among other business, the following was transacted at said <br />meeting: a written Resolution entitled <br />RESOLUTION AUTHORIZING PROCEEDING WITH ISSUANCE OF <br />CERTIFICATES OF OBLIGATION AND FURTHER DIRECTING THE <br />PUBLICATION OF NOTICE OF INTENTION TO ISSUE CITY OF SAN <br />MARCOS, TEXAS COMBINATION TAX AND REVENUE <br />CERTIFICATES OF OBLIGATION FOR CERTAIN PROJECTS FOR <br />IMPROVING, CONSTRUCTING, EQUIPPING, ACQUIRING, OR <br />DESIGNING THE CITY'S: AIRPORT, PARKS AND RECREATION <br />FACILITIES, STREETS, ALLEYS, AND SIDEWALKS, PUBLIC SAFETY <br />FACILITES; STORMWATER MANAGEMENT FOR FLOOD CONTROL <br />AND DRAINAGE; TECHNOLOGY INFRASTRUCTURE AND <br />FACILITIES; ELECTRIC UTILITY SYSTEM; AND THE PAYMENT OF <br />PROFESSIONAL SERVICES IN CONNECTION THEREWITH <br />INCLUDING FISCAL AND ENGINEERING FEES AND THE COSTS OF <br />ISSUING THE CERTIFICATES OF OBLIGATION RELATED THERETO <br />IN AN AMOUNT NOT TO EXCEED $15,255,000. <br />was duly introduced for consideration of said City Council. It was then duly moved and seconded <br />that said Resolution be passed; and, after due discussion, said motion, carrying with it the passage <br />of said Resolution, prevailed and carried by the following vote: <br />AYES:7 NOES:0 ABSTENTIONS:0 <br />2.
