City Council Meeting Minutes - Final January 29, 2026 <br />remains about $40M annually, but rising construction costs have reduced the <br />number of projects completed. He reviewed major projects currently <br />underway. <br />• Sunset Acres subdivision improvements ($35 million) and detention pond ($5 <br />million) <br />• Wallace Addition neighborhood improvements ($20-25 million) and off -site <br />improvements ($23 million) <br />• Bishop-Belvin improvements in the historic district ($17 million) <br />• IH-35 shared use path connection ($3 million) <br />• FM 1978 water reclamation facility ($100+ million) <br />• Kissing Alley improvements ($8.5 million) <br />• Cape Road improvements and bridge repair ($800,000) <br />Director Condor noted that the city is actively pursuing grants for major <br />projects but has had to phase larger projects due to funding constraints. He <br />stated that a potential bond election has been postponed until at least 2031 <br />because of economic uncertainty. <br />Director of Administrative Services Hayden Migl reported on January <br />community town halls, which drew 85 attendees (61 unique participants) to <br />provide input on city priorities. Key themes from public feedback included: <br />• Access, transparency and trust in government <br />• Environmental protection and responsible economic development <br />• Downtown growth and revitalization of vacant structures <br />• Community needs including mental health services, affordable housing, <br />childcare, and accommodations for residents with disabilities <br />• Transit and mobility options <br />• Opportunities for education and dialogue on challenges facing the <br />community <br />City Manager Stephanie Reyes emphasized celebrating achievements while <br />continuing improvement efforts. After presentations, Council began revising <br />the strategic plan. <br />Council Member Rodriguez proposed adding language to prioritize <br />Comprehensive Plan Oversight Committee items, ensure routine reporting on <br />community partnerships, and identify accommodations for residents with <br />disabilities all were approved. <br />Council discussed publishing draft agendas online but reached no consensus. <br />They supported continuing topic -specific town halls and providing educational <br />materials. Council Member Garza suggested inviting expert testimony; this was <br />added to the parking lot for future consideration. Rodriguez also proposed <br />City of San Marcos Page 3 <br />
