POLICY & PROGRAMS <br />STATEMENT <br />The City of San Marcos is a home rule city with a council-manager form of <br />government. While general law cities can only exercise powers granted to <br />it by the state, a home rule city has the authority to make its own local laws, <br />policies, and ordinances, as long as they do not conflict with state or federal <br />laws. City staff develop their goals and plans at the direction of Mayor and the <br />City Council and other appointed boards and commissions in consideration <br />the community at large and public input. This chapter includes a summary of <br />leadership hierarchy and of the departments, boards, and commissions most <br />involved with planning for, maintaining, and celebrating cultural and historic <br />resources and analysis of the relevant programs and policies they implement. <br />
