GOVERNMENT OVERVIEW <br />LEADERSHIP & CITY STAFF <br />View of Courthouse from Kissing Alley (COSM) <br />Mayor and City Council <br />Composed of a Mayor elected at -large by <br />the people for a 2-year term and 6 Council <br />Members elected at -large for staggered 3-year <br />terms. Enacts policies, adopts ordinances and <br />resolutions, establishes the annual budget to <br />provide services to the public, and sets the city <br />tax and utility rates for San Marcos. <br />Boards and Commissions <br />Advisory or regulatory bodies whose members <br />are appointed by the City Council to focus on or <br />oversee specific areas. <br />City Manager <br />An appointed official who develops the <br />budget and is responsible for the day-to-day <br />administration and operations of the city. <br />City Attorney <br />An appointed official who regularly advises the <br />City Manager, City Council, and members of City <br />Boards and Commissions. <br />City Departments <br />Carry out the day-to-day operations of the <br />government. Implement policies and provide <br />services to the public. <br />Planning and Development Services Department <br />Implements City Council enacted ordinances <br />related to zoning and development and oversees <br />Historic Preservation Program. <br />Economic Development Department <br />Oversees the Main Street Program and <br />champions historic preservation in many ways, <br />such as through supporting the Legacy Business <br />Program. <br />Public Works Department <br />Oversees operations of infrastructure services. <br />The Facilities Division maintains historical public/ <br />city -owned buildings. <br />Parks and Recreation <br />Oversees the park and recreation system <br />and fosters stewardship of rivers and natural <br />environments. Maintains city -owned cemeteries <br />and historic resources within parks. <br />Destination Services <br />Identifies and implements marketing <br />opportunities to promote historic, heritage, <br />and cultural tourism to potential overnight <br />visitors.
