CITY BOARDS & COMMISSIONS <br />Arts Commission <br />Provides oversight for the expenditure of city <br />Hotel Occupancy Tax (HOT) funds for the <br />promotion of the arts and oversees the Mural <br />Arts Program, annual Arts and Cultural Grants, <br />and the placement and funding of public art. <br />The commission receives support from the Texas <br />Commission on the Arts, which reviews Cultural <br />District applications. <br />Cemetery Commission <br />Gives recommendations to the City Council <br />for budget, maintenance projects, and special <br />programs for the historic City Cemetery. <br />Convention and Visitors Bureau Board <br />Provides advice on the promotion of tourism on <br />the Visit San Marcos website, which promotes <br />cultural resources, arts, businesses, and events. <br />Economic Development San Marcos Board <br />Works with the Economic Development <br />Department, which supports the Legacy Business <br />Program and other local incentives that can <br />be used for historic preservation such as the <br />Business Improvement & Growth Grants and the <br />Downtown Co -Marketing Fund. <br />Historic Preservation Commission (HPC) <br />Works with the Historic Preservation Program of <br />the Planning and Development Department, has <br />final authority on COAs in established historic <br />districts and historic landmarks, and is advisory <br />in establishing new local historic landmarks and <br />historic districts. <br />Main Street Advisory Board <br />Collaborates with Main Street Program staff to <br />advise the City Council on recommended goals <br />and priorities for the Main Street Program. <br />Neighborhood Commission <br />Advises the City Council, other Commissions, <br />and staff to seek solutions to common problems <br />and issues within neighborhoods throughout the <br />city. <br />Parks and Recreation Board <br />Provides advice and recommendations to the <br />City Council in matters regarding acquisition, <br />development, improvement, equipment, and <br />maintenance of all City parks, playgrounds, and <br />facilities, including those with historic resources. <br />Planning and Zoning Commission (P&ZC) <br />Advises the City Council to ensure planned <br />and purposeful development of the city and <br />its extraterritorial jurisdiction, to protect the <br />integrity of our natural and cultural resources and <br />neighborhoods, and to enforce State and local <br />statutes and ordinances. <br />San Marcos Industrial Development Corporation <br />Considers and authorizes the issuance of bonds <br />for the purpose of promoting and developing <br />commercial, industrial, and manufacturing <br />enterprises, some of which may be able to reuse <br />historic resources. <br />Zoning Board of Adjustments <br />Considers variances and special exceptions to <br />the standards established in the San Marcos <br />Development Code and considers HPC appeals. <br />96 SAN MARCOS HISTORIC PRESERVATION PLAN (2026) <br />
