CERTIFIED LOCAL GOVERNMENT (CLG) <br />The City of San Marcos became a CLG in 1990. Requirements for participation in the program have <br />remained relatively consistent, including comprehensive planning addressing historic preservation, <br />which is handled by the Historic Preservation Program within the Planning and Development Services <br />Department in the City of San Marcos. <br />CLG REQUIREMENT <br />/ Adopt and enforce a local preservation ordinance <br />that meets THC's CLG Program requirements. <br />CITY COMPLIANCE <br />The City Council adopted a preservation <br />ordinance in the City of San Marcos Land <br />Development Code (SMDC), thus national and <br />state designations are not the sole basis for land <br />use decisions. <br />/ Establish a preservation commission with design The HPC reviews COAs for activities involving <br />review authority. local historic districts or a local historic landmark. <br />Review alterations to (and demolitions of) SMDC directs the HPC to consider SOI standards, <br />designated properties following the Secretary of among other criteria, such as the Historic District <br />the Interior's Standards (SOI). Design Guidelines in Appendix C of the San <br />Marcos Design Manual. <br />/ Establish criteria for local designation of historic <br />properties. <br />Enforce a minimum 60-day stay of demolition <br />for landmarks or contributing properties located <br />within a historic district. <br />City Council adopted updated designation <br />criteria for historic districts and landmarks in <br />2023 based on the recommendation in the 2019 <br />My Historic SMTX survey. <br />SMDC requires a 90-day review period for <br />demolition permits for properties with high or <br />medium preservation priorities, designated as an <br />RTHL, listed in the NRHP, or at least 80 years of <br />age. <br />Appoint a Historic Preservation Officer (HPO). Alison Brake has served as the HPO since 2017 <br />The HPO must meet the Secretary of the Interior's and meets SOI Standards under History. <br />Professional Qualification Standards. <br />Adopt and maintain a local preservation plan, or <br />statement of goals and objectives for the local <br />preservation program. <br />San Marcos developed historic preservation <br />goals and objectives as early as 2017. Although <br />a standalone Historic Preservation Plan is not <br />required for CLG compliance, this planning <br />investment is a best practice. <br />POLICY & PROGRAMS <br />
