CASE STUDY: <br />SAN ANTONIO INCENTIVIZED <br />ADAPTIVE REUSE & REDEVELOPMENT <br />Historic Name The Pearl Brewing Company <br />Historic Use <br />Industrial: Brewery and Distribution Factory 1883 to 2001. <br />Current Name <br />The Pearl <br />Current Use <br />Mixed -use: 432 residential units, 121,000 sf office, 56,000 sf restaurants, <br />53,000 sf retail, 31,000 sf culinary school, and 18,000 sf meeting/banquet. <br />Site and <br />Setting <br />21-acre site north of downtown San Antonio. <br />Developer Silver Ventures combined Center City Housing Initiative Policy and <br />State of Texas Tax Increment Reinvestment Zone (TIRZ) incentives. TIRZ is an <br />Developer <br />area where property tax revenue is collected in a Tax Increment Fund (TIF) <br />used to reimburse developers for public improvements. A digital map of San <br />Marcos' TIRZ areas is available through the City's GIS open data. <br />Urban Design <br />Planners, landscape architects, and architects created a sustainable, <br />Team <br />pedestrian -oriented, mixed -use district that honored the brewery's history <br />and repurposed key elements for new uses. <br />Consultant <br />Historic preservation consultant surveyed each building on the site and <br />strategized how to best integrate them into the redevelopment. <br />$3.3 Million: Two current TIRZ agreements for Pearl redevelopment projects: <br />Total TIRZ <br />a $190,129 10-yeartax increment reimbursement grant and a $3,285,170 <br />15-year tax increment reimbursement grant. <br />Total Fees <br />$435,109: Total current fees waived through the Center City Housing Incentive <br />Waived <br />Policy and the City of San Antonio Fee Waiver Program. <br />$100,000: Chapter 380 Economic Development loan through the Inner <br />Loan <br />City Incentive Program Loan, granted as part of the developer's Center City <br />Housing Initiative Policy incentive agreement with the city. <br />2010 AIA San Antonio Design Award <br />2011 Texas Society of Architects Design Award <br />2012 EcoStructure Evergreen Award <br />Awards 2012 END Best Retail Mixed -Use Development <br />2013 AIA COTE Top Ten Green Award <br />2014 AIA Institute Honor Award for Regional & Urban Design <br />2015 Congress for New Urbanism Global Character Award <br />2017-2018 Urban Land Institute Global Award for Excellence <br />Benefits Catalyst for other redevelopment and revitalization projects in San Antonio, <br />including more than 2,300 housing units in vicinity of the Pearl. <br />Increased tax benefit for San Antonio Independent School District. <br />Increased tax increment revenue for the TIF to support additional improvement. <br />CITY HISTORIC PRESERVATION GOALS 141 <br />
