City Council Meeting Minutes - Final January 30, 2026 <br />process improvements that enhance efficiency, effectiveness, and responsible <br />use of limited public resources, replacing previous wording focused on <br />identifying inefficiencies. <br />Council Member Rodriguez also suggested exploring alignment of utility <br />billing cycles with common payment periods. <br />Finance Director Jon Locke explained current billing constraints but noted <br />future flexibility may be possible. The Council agreed to add language <br />supporting opportunities to better align billing due dates. <br />Rodriguez further proposed establishing consistent funding for certain <br />nonprofit agencies; however, the Council determined this topic should be <br />addressed during budget policy discussions rather than in the strategic plan. <br />Economic Vitality Section <br />Council Member Paselk proposed language emphasizing strategic economic <br />development during periods of fiscal constraint. The Council agreed to add <br />language prioritizing efforts that stabilize revenues, protect core services, <br />support long-term fiscal resilience, and grow the tax base. <br />Council Member Rodriguez presented revised language for the childcare action <br />plan, which the Council approved. The adopted language directs development <br />of a comprehensive plan addressing affordability, availability, quality, equity, <br />service gaps, and incentives including non-traditional hours —while <br />leveraging partnerships and working within existing city resources and staff <br />capacity. <br />IV.
