City Council Meeting Minutes - Final January 30, 2026 process improvements that enhance efficiency, effectiveness, and responsible use of limited public resources, replacing previous wording focused on identifying inefficiencies. Council Member Rodriguez also suggested exploring alignment of utility billing cycles with common payment periods. Finance Director Jon Locke explained current billing constraints but noted future flexibility may be possible. The Council agreed to add language supporting opportunities to better align billing due dates. Rodriguez further proposed establishing consistent funding for certain nonprofit agencies; however, the Council determined this topic should be addressed during budget policy discussions rather than in the strategic plan. Economic Vitality Section Council Member Paselk proposed language emphasizing strategic economic development during periods of fiscal constraint. The Council agreed to add language prioritizing efforts that stabilize revenues, protect core services, support long-term fiscal resilience, and grow the tax base. Council Member Rodriguez presented revised language for the childcare action plan, which the Council approved. The adopted language directs development of a comprehensive plan addressing affordability, availability, quality, equity, service gaps, and incentives including non-traditional hours —while leveraging partnerships and working within existing city resources and staff capacity.
