City Council Meeting Minutes - Final January 30, 2026 <br />1. Hold discussion and participate in Fiscal Year 2026-2027 Visioning Workshop, topics <br />discussed may or may not include or be limited to: growth, quality of life, economic <br />development policies, transportation, community partners, outreach, future infrastructure <br />and facility needs, beautification and community enhancement, enhancement of core <br />services including future staffing and personnel needs, flood mitigation strategies, and <br />provide direction to Staff. <br />The Council continued the visioning workshop from the previous day, <br />discussing amendments to the strategic plan. <br />Environmental Protection Section <br />The Council approved moving the bus seating item from the Traffic <br />Operations section to the Public Transit section, as proposed by Public Works <br />Director Sabas Avila. Director Tyler Hjorth agreed to compile a comparison of <br />drought -stage frameworks used by regional entities, noting that Edwards <br />Aquifer, New Braunfels Utilities, and County Line each use different stage <br />systems. <br />Public Safety, Core Services, and Fiscal Excellence Section <br />Council Member Mendoza proposed revising language to emphasize <br />optimizing staffing, training, and deployment of public safety resources. <br />Despite concerns from Police Chief Standridge and Fire Chief Stephens about <br />existing resource limitations, the CounciCouncil reached consensus on the <br />revised language, with Council members explaining that it better reflects the <br />current reality of working with limited resources while still delivering essential <br />services. <br />Council Member Gonzales also proposed a new item regarding cost -sharing <br />with Texas State University for downtown law enforcement. Council Member <br />Rodriguez presented language around standards and accountability when <br />Texas State University Police Department officers operate in San Marcos. After <br />discussion, the Council agreed on language to partner with Texas State <br />University to develop coordination protocols for UPD participation that align <br />with city standards and promote transparency, accountability, and community <br />trust. <br />Core Government Services Section <br />Council Member Rodriguez proposed adding language to the comprehensive <br />resource guide to ensure routine updates, verification of information, and <br />collaboration with community partners.
