<br />198. <br /> <br />Regular Meeting October 13, 2003 Page 8 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE CONVEYANCE OF A 14,400 SQUARE FOOT TRACT OF REAL <br />PROPERTY LOCATED OFF OF VALLEY VIEW WEST ROAD TO THE UNITED STATES <br />FEDERAL AVIATION ADMINISTRATION; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE A SPECIAL WARRANTY DEED; AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Ordinance <br />and Mr. Taylor seconded the motion. Mr. Taylor <br />family for the donation of this property to the <br />voted unanimously for adoption of the Ordinance <br />reading. <br /> <br />on third and final reading <br />thanked the Emmett McCoy <br />City. The Council then <br />on third and final <br /> <br />Mayor Pro-Tem Montoya introduced for consideration Item 22, removed from <br />the consent agenda, adoption of a Resolution, the caption which was read <br />as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE TERMS AND CONDITIONS OF A MEMORANDUM OF UNDERSTANDING <br />BETWEEN THE CITY AND TEXAS STATE UNIVERSITY-SAN MARCOS REGARDING THE <br />GREENHOUSE INTERPRETIVE CENTER; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE MEMORANDUM ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Taylor seconded <br />the motion. Mr. Taylor stated with the budget crisis the City faced this <br />year, it looked like the Interpretive Center would have to be closed. Mr. <br />O'Leary stated with the reduction of employees of the Interpretive Center, <br />the Mayor helped the Staff work out an agreement with Texas State <br />University-San Marcos for assistance. He stated this agreement will help <br />out everyone involved. On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Narvaiz, Thornaides, Montoya, Taylor and Diaz. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: Mihalkanin and Habingreither (disclosure affidavit- business <br />entity filed with City Clerk). <br /> <br />Mayor Habingreither introduced a discussion regarding the Village and CDBG <br />allocation. Mr. O'Leary stated several Council Members have requested an <br />update on the Village program. He stated the Village was to be a one-stop <br />place for funding, which was sponsored by the Hays Caldwell Women's <br />Center. He stated the Women's Center has opted out of the Village and <br />will act in its own behalf. Amy Parham, Director of The Village, stated <br />they are still looking for land. She stated they have received their <br />5019(C) (3) non-profit status. She stated the By-Laws have been written <br />and they are currently waiting for the IRS approval. <br /> <br />Mayor Habingreither introduced a discussion regarding downtown building <br />heights. Mr. Thomaides stated he is concerned about the Concho Street <br />property recently approved by the Council. He stated he feels the City <br />lost options on this project because the City did not have height <br />
