Ms. Narvaiz stated she feels it is <br />important for the Council to decide if a height restriction is needed for <br />all of San Marcos. Mr. Taylor inquired where the boundaries would be. <br />Mr. O'Leary stated the Main Street Advisory Board sent a letter in <br />December, 20011 regarding an Overlay District. He stated the Main Street <br />Advisory Board recommended the Overlay District between RR12 on the west <br />by Palmer's Restaurant, to the River to the east by the Parks and <br />Recreation Department; from Concho on the north to the RR crossing on the <br />south. He stated Staff can create an Ordinance using the guidelines of <br />the Main Street Advisory Board. Council agreed by consensus to prepare an <br />overlay district and send to the Planning and Zoning Commission for <br />approval, and then to the Council. <br /> <br />Mayor Habingreither introduced a discussion regarding "Best Managed Small <br />Cities in America". Mr. O'Leary stated he was contacted by Pat Summerall <br />Productions regarding participating in the ~Best Managed Small Cities in <br />America" program. He stated if the City is selectedl the City would be <br />required to pay $24,000.00 and would receive two videos. He stated one of <br />the videos would be shown on CNN and the other would be the City's. Mr. <br />Mihalkanin inquired how many awards the company gives out every year. Ms. <br />Narvaiz stated she would like to see some sample videos the company makes. <br />Mr. Thomaides inquired where the money would come frorn. Mr. O'Leary <br />stated he would find out how many cities would be awarded this award and <br />ask the company to provide a sample video. He also stated he would also <br />provide some funding options. <br /> <br />Mayor Habingreither introduced the City Council's Report. I} Ms. Narvaiz <br />stated at the Toyota Breakfast, there were over 200 guests who attended. <br />She thanked everyone who helped make the Breakfast a success. 2) Ms. <br />Narvaiz thanked Kim Porterfield and the 600 students from Texas State <br />University-San Marcos who assisted with the Bobcat Build. 3) Ms. Narvaiz <br />stated she attended the Texas Regional Summit in Seguin. She stated the <br />groundbreaking on State Highway 130 will be in Georgetown. 4) Ms. Narvaiz <br />stated she participated in the Light on After School Program. She stated <br />she was pleased with all the parents who attended. 5) Mr. Thomaides <br />thanked the staff for fixing the problem with the seaweed which had built <br />up in the river. 6) Mayor Habingreither thanked Ms. Narvaiz for a job <br />well done with the Toyota Breakfast. 7} Mr. Diaz also thanked Ms. Narvaiz <br />for a job well done with the Toyota Breakfast. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Sections 551.072 and 551.073, to discuss the purchase of <br />real property (Wonder World Drive area); and Section 551.074, to discuss <br />evaluation of "public officers (City Manager, City Attorney, City Clerk and <br />Municipal Court Judge) and duties of a public officer (City Attorney). <br />Mr. Mihalkanin moved the Council adjourn into Executive Session at 10:00 <br />p.rn. and Ms. Narvaiz seconded the motion, which passed unanimously. <br /> <br />Mr. Montoya moved the Council reconvene at 11:18 p.m. and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />
