• The lower parking deck will be designated and restricted for parking serving the <br />residential use. The parking area will be restricted through the use of a security gate <br />located at the access point on N. LBJ Drive. Residents will be issued window stickers <br />and security gate access cards for access to the lower parking deck. Five (5) additional <br />parking spaces on the upper deck will be designated for residential tenants or their <br />guests. Use of these spaces will be monitored by the apartment manager. <br />In order to mitigate this deficit the following improvements will be done on the adjacent <br />public right of way: <br />a. Build seven (7) head -in spaces on Guadalupe St. <br />b. Pay for the striping and meter installation of up to ten (10) parallel parking <br />spaces on Concho St. and N. LBJ St. <br />c. All on- street parking will comply with the Texas Manual on Uniform Traffic <br />Control Devices <br />d. Handicapped parking shall constructed and designated on- street. <br />These additional seventeen (17) public spaces do not exist today as it is not possible to <br />park around the property due to the many curb cuts around it. This project will involve <br />the installation of two (2) curb cuts and the elimination of approximately eight (8) <br />existing curb cuts. The addition of these 17 spaces results in a total of 168 spaces <br />required on the site which is a 24.66% parking deficit. <br />is Additionally, bike rack areas and bus stops will be incorporated into the project site. A <br />combination of 26 double or 52 single secure bike lockers for use by residents and 24 <br />open public bike racks will be provided in safe and secure locations as shown on the <br />attached Concept Plan. <br />4.03. Exterior Construction Standards. The project's architecture draws its <br />inspiration from existing historic buildings located in downtown San Marcos as well as <br />from vernacular architecture of the Texas Hill Country; however, this project also <br />provides intangible features that root it to its place between downtown San Marcos and <br />Texas State University. The following characteristics exceed local standards for this <br />type of building in the San Marcos area. <br />a. Architecture derives its look from San Marcos downtown image. The <br />proportion and rhythm of its openings; the height of the floors and the strong <br />shadow lines of the canopies take their inspiration from early 20th century <br />Texas - Main - Street building types. This architectural style is consistent with <br />the recommendations of the Downtown Master Plan. <br />b. The building has a strong connection to the Texas Hill Country character <br />through the use of local materials and building technology. <br />c. Scale and massing of the building is compatible to buildings in the San <br />Marcos downtown. By pulling the building to the front of the lot we give the <br />• street back to the pedestrian and partially hide cars from public view. HVAC <br />units will be screened from public view. <br />11 <br />
