<br />PROGRAM NARRATIVE <br /> <br />1. <br /> <br />General Information <br /> <br />The City of San Marcos is submitting this application for the acquisition of a total of 15.96 acres of <br /> <br />land adjoining the Blanco River and consisting of a 11.36 acre tract designated as Lot 3 and a 4.60 <br /> <br />acre tract designated as Lot 4 in the attached Alta Falls Subdivision Master plan (also known a <br /> <br />Blanco Shoals Planned Development District in the appraisals). The owner of the subdivision has <br /> <br />donated five (5) lots located in the floodplain of the subdivision. The City of San Marcos obtained a <br /> <br />Waiver of Retroactivity for all of the seven (7) lots involved in this application. The donated land <br /> <br />consists of Lots 5, 6, 7, 8 and 9 and is approximately 81.2 acres ofland. The five (5) donated parcels <br /> <br />have been appraised for $467,000 as per the attached appraisal by Paul Hornsby and Company. The <br /> <br />appraised value ofthe 11.36 acre tract (designated as Lot 3) is $550,000 as per the attached appraisal <br /> <br />by Frederick and Hornsby, Inc., but the owner has agreed to sell this parcel for $510,500 as per the <br /> <br />attached Resolution dated January 27, 2003. The appraised value for the 4.60 acre tract (designated <br /> <br />as Lot 4) is $43,500 as per the same attached appraisal by Frederick and Hornsby, Inc. The <br /> <br />application was prepared by the City of San Marcos with assistance from Gil Engineering <br /> <br />Associates, Inc., an Austin, Texas based consulting firm with experience in parks projects. <br /> <br />2. <br /> <br />Description of the Proposed Project <br /> <br />The City of San Marcos is submitting this application for the acquisition for delayed development of <br /> <br />a new park and preserve, that will include a disc golf course; hike and bike trails that will be linked <br /> <br />PROGRAM NARRATIVE - Page 1 of 7 <br />
