<br />to the overall planned Hays County Hike and Bike trail system and the existing San Marcos River <br /> <br />Corridor Hike and Bike Trail System; nature preserve and trails; picnic areas; parking lot and <br /> <br />restrooms. The primary objective for submitting this Proposal is to provide and preserve very <br /> <br />environmentally sensitive park land for citizens of all ages of the City of San Marcos and <br /> <br />surrounding areas. The fast pace of development in the Central Texas area has quickly outstripped <br /> <br />available unique and environmentally sensitive land associated with the floodplains. This park will <br /> <br />be the first park in the City of San Marcos system that is located in the Blanco River watershed. The <br /> <br />attached Master Plan, labeled Blanco River Park Preserve, details the ultimate proposed <br /> <br />development for the acquisition and the donated area. Shown on the plan are iJie future planned <br /> <br />facilities that will be constructed in additional development phases. . <br /> <br />The City of San Marcos is now aware of the uniqueness of the surrounding available open space and <br /> <br />how quickly it is being lost to development. The citizens of San Marcos have taken a proactive step <br /> <br />towards the preservation of unique available greenspace, as evidenced by the various City Council <br /> <br />acquisitions of environmentally sensitive land. <br /> <br />The resulting 97.16:1: acre park, if approved and funded, is currently being called City of San Marcos <br /> <br />Blanco River Park Preserve. The current landowner has donated the 81.2:t: acres known as Lots 5, 6, <br /> <br />7, 8, and 9, and will "bargain" sell the 11.36 acre tract appraised at $550,000 (known as Lot 3) for <br /> <br />$510,500. The current landowner will also sell 4.60 acre lot known as Lot 4 for its appraised value <br /> <br />of $43,500. The requested $500,000 available from the Texas Recreation and Parks Account <br /> <br />Program will be matched with $510,500 consisting of $467,000 appraised value of the donated <br /> <br />81.2:t: acres known as Lots 5, 6, 7, 8, and 9 and $54,000 by the City of San Marcos through the sale <br /> <br />PROGRAM NARRATIVE - Page 2 of 7 <br />
