29. Discussion on Public Safety Citizens Review Board and provide direction to staff. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Jones, the City Council voted seven (7) for and none (0) opposed, to table this <br />item until February 2, under Pre-Consent. The motion carried unanimously. <br />30. Discuss existing and proposed water and energy conservation incentive programs, and <br />HB 1937 relating to Energy Efficiencv Assessments for the purpose of financing energy <br />efficiency improvements, including distributed generation renewable energy source <br />systems, and provide direction to staff. <br />Jan Klein, Conservation Coordinator, reported on the City's water and energy conservation <br />rebate and incentive programs. These programs include: Flush-Smart Rebate Program; <br />Plumbing Retrofit Program; Wash-Smart Rebate Program; Free High Efficiency Toilet Program; <br />Rain Barrel Rebate Program; Pre-Wash Sprayer Replacement Program (now inactive); and Rain <br />Sensor Rebate Program (now inactive). Proposed programs for 2010 include: Commercial <br />High-Efficiency Toilet Rebate Program with the EAA; Energy Efficient Heating/Air <br />Conditioning Rebate Program; Energy Efficient Appliance Rebate Program; and Energy <br />Efficient Appliance Replacement Program with Combined Community Action. <br />Direction was requested from the City Council: <br />• Should we require work to be done by local contractors? Yes, with parameters such <br />as availability and time frame. <br />• Should program be open to new construction as well as existing construction? We <br />need to target existing construction because we have limited dollars. <br />• Should tenants/renters qualify for program participation? Staff was directed to meet <br />with area apartment owners for their input. <br />• Should we require a minimum time frame for appliances to remain at specified <br />installation address? No. <br />Tom Taggart, Director of Public Services, provided an overview of HB 1937 and its implications <br />for the City. <br />31.
