4. The Executive Session adjourned at 6:58 p.m. on Tuesday, January 5, 2010. No action was • <br />required from Executive Session. <br />5. Presentation of the Capital Area Council of Government's Annual Report <br />Brian Kelsey, Director of Community and Economic Development, presented the annual report <br />from CAPCOG to the City Council. Unemployment rates are up, and job growth has fallen. <br />Despite the falling job market, there was a 3.5% population growth. They predict a 1.1% <br />increase in regional job growth, with 2.2% job growth in Hays County. CAPCOG will continue <br />their focus on continued education because degree holders earn approximately 60% more. <br />6. Invocation <br />Pastor Robin Steele, with Promiseland San Marcos, provided the invocation. <br />7. Pledge of Allegiance <br />Councilmember Thomason led the assembly in the Pledge of Allegiance. <br />8. Citizen Comments <br />There were no citizen comments. <br />9. Discussion on the proposed widening of Hunter Road, • <br />and provide direction to staff. <br />Mike Sexton presented the Hunter Road preliminary engineering report to the City Council. He <br />provided three options utilizing existing rights-of-way and three other options with additional <br />rights-of-way. Proposed entries into the Purgatory Creek Apartments were also shown. Another <br />concern that was addressed was the low water crossing at Purgatory Creek. A pedestrian bridge <br />across Hunter Road is also proposed. A cost comparison of options was given to the City <br />Council. The three options are: 1) Option A with existing right-of-way and a culvert for a cost of <br />$5,160,000; 2) Option B with existing right-of-way and a bridge for a cost of $5,805,000; and 3) <br />Option C with additional right-of-way and a bridge for a cost of $6,932,000. <br />Council consensus was to go with Option C. <br />10. Discussion on Individual Campaign Contribution Limits, and provide direction to staff. <br />Councilmembers Thomaides and Bose requested that this item be placed on the agenda. <br />Councilmember Thomaides reported that San Marcos does not have limits on individual <br />campaign contribution limits. He did some research through TML and discovered there are <br />some cities that do impose contribution limits. He stated he hoped there would be some interest <br />in establishing contribution limits. He proposed the following limits: $500 by an individual, <br />$1,000 per family and $1,000 by a political action committee. There was no consensus by the is <br />RM010510 Minutes Page 2
