30. Reconsideration of Ordinance 2009-80, adopted December 16, 2009, amending <br />Ordinance 2008-40 in order to modify the existing planned development district overlay for • <br />a 1.46 acre, more or less, tract of property located at the intersection of Concho Street and <br />LBJ Street with base zoning of "GC" General Commercial District; including procedural <br />provisions; and providing for penalties. <br />There was no reconsideration of Ordinance 2009-80. <br />31. Reconsideration of Ordinance 2009-81, adopted December 16, 2009, amending the <br />future land use map from "VLDR" Very Low Density Residential, "LDR" Low Density <br />Residential, and "OS" Open Space to "MU" Mixed Use for a 101.40 acre more or less, tract <br />of land out of the J.M. Veramendi Survey No. 1, Abstract No. 17, amending the official <br />zoning map of the City by changing the base zoning for said tract from "SF-6" Single- <br />Family Residential District to "PDD" Planned Development District with "MU" Mixed Use <br />base zoning; and approving a land use plan and development standards for the Retreat on <br />Willow Creek Planned Development District located on said tract of land; and including <br />procedural provisions. <br />MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember <br />Terry, the City Council voted seven (7) for and none (0) opposed, to reconsider Ordinance 2009- <br />81. The motion carried unanimously. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember • <br />Jones, the City Council voted five (5) for and two (2) opposed, with Councilmembers Porterfield <br />and Thomaides voting against, to amend the language to have boarding houses, dormitories, <br />fraternities, sororities, and multi-family apartments come before the City Council for possible <br />approval. The motion carried. <br />32. Discuss existing and proposed water and energy conservation incentive programs, and <br />HB 1937 relating to Energy Efficiency Assessments for the purpose of financing energy <br />efficiency improvements, including distributed generation renewable energy source <br />systems, and provide direction to staff. <br />33. Discussion on Utilities Citizen Review Committee and provide direction to staff. <br />MOTION: Upon a motion made by Councilmember Thomaides and a second by <br />Councilmember Porterfield, the City Council voted seven (7) for and none (0) opposed, to table <br />items 32 and 33 until the next meeting..
