30. Reconsideration of Ordinance 2009-80, adopted December 16, 2009, amending Ordinance 2008-40 in order to modify the existing planned development district overlay for • a 1.46 acre, more or less, tract of property located at the intersection of Concho Street and LBJ Street with base zoning of "GC" General Commercial District; including procedural provisions; and providing for penalties. There was no reconsideration of Ordinance 2009-80. 31. Reconsideration of Ordinance 2009-81, adopted December 16, 2009, amending the future land use map from "VLDR" Very Low Density Residential, "LDR" Low Density Residential, and "OS" Open Space to "MU" Mixed Use for a 101.40 acre more or less, tract of land out of the J.M. Veramendi Survey No. 1, Abstract No. 17, amending the official zoning map of the City by changing the base zoning for said tract from "SF-6" Single- Family Residential District to "PDD" Planned Development District with "MU" Mixed Use base zoning; and approving a land use plan and development standards for the Retreat on Willow Creek Planned Development District located on said tract of land; and including procedural provisions. MOTION: Upon a motion made by Councilmember Jones and a second by Councilmember Terry, the City Council voted seven (7) for and none (0) opposed, to reconsider Ordinance 2009- 81. The motion carried unanimously. MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember • Jones, the City Council voted five (5) for and two (2) opposed, with Councilmembers Porterfield and Thomaides voting against, to amend the language to have boarding houses, dormitories, fraternities, sororities, and multi-family apartments come before the City Council for possible approval. The motion carried. 32. Discuss existing and proposed water and energy conservation incentive programs, and HB 1937 relating to Energy Efficiency Assessments for the purpose of financing energy efficiency improvements, including distributed generation renewable energy source systems, and provide direction to staff. 33. Discussion on Utilities Citizen Review Committee and provide direction to staff. MOTION: Upon a motion made by Councilmember Thomaides and a second by Councilmember Porterfield, the City Council voted seven (7) for and none (0) opposed, to table items 32 and 33 until the next meeting..
