3. Community Partnerships <br />The City of San Marcos Nature Center developed and will carry out the Outdoor Environmental <br />Education Access Initiative in partnership with TPWD, San Marcos CISD, Youth Services Bureau, <br />Boys and Girls Club of San Marcos and other organizations. The City of San Marcos will contribute <br />$17,823 in personnel costs to manage and coordinate the project. Marketing and outreach will be <br />conducted to San Marcos CISD and Boys and Girls Club of San Marcos to recruit targeted youth <br />for the project. Youth Services Bureau will partner with the Nature Center to provide volunteers to <br />assist with the outdoor service project and other activities. A volunteer from the San Marcos <br />Greenbelt Alliance, Todd Derkacz, will guide youth on a hike through some of the green-spaces <br />around San Marcos. Doyle Mosier and Robert Schmid of the TPWD Inland Fisheries Division will <br />lead presentations and tours of TPWD facilities for Nature Center camp groups. Additionally, 5 <br />Master Naturalists will lead presentations and provide assistance with camp activities, including the <br />development and maintenance of the Butterfly House habitat - our outdoor service project. <br />4. Prioritization of Program Costs <br />Ninety-four percent (94%) of the total project costs are allocated for direct service delivery. One- <br />hundred percent (100%) of TPWD/CO-OP grant funds will be allocated to program costs. <br />6. Sponsor Commitment <br />The City of San Marcos will contribute $17,823 in personnel costs for project management and <br />coordination. Volunteer support valued at $20,250 has also been committed to the project. Cash <br />and in-kind commitments combined represent 60% of the total project cost. <br />7. Relationship with TPWD Programs and/or Facilities <br />The City of San Marcos has established relationships with a variety of TPWD programs and <br />facilities to help implement the project. TPWD Inland Fisheries Division staff, Doyle Mosier and <br />Robert Schmid, will lead presentations and tours of TPWD facilities for Nature Center camp <br />groups, including the Texas Rivers Center. Five Hays County Master Naturalist volunteers will also <br />lead presentations and assist staff with camp activities. The project will support field trips to <br />numerous local and out of town destinations around Central Texas, including TPWD sites such as: <br />McKinney Falls State Park, the A. E. Wood Fish Hatchery and Longhorn Caverns State Park. <br />8. Services to At-Risk Youth <br />The Outdoor Environmental Education Access Initiative will provide services for at-risk youth, ages <br />5-17, in the City of San Marcos CISD, including those who are eligible for free or reduced-price <br />meals under the National School Lunch Program, Child Nutrition Program or other public <br />assistance program. Sixty-eight percent (68%) of students enrolled in the San Marcos CISD during <br />the 2009-10 school year fit these criteria (Texas Education Agency). Thirty percent (30%) of <br />children below 18 years old in San Marcos lived below the poverty level within the previous twelve <br />months (U.S. Census Bureau 2006-2008 American Community Survey). <br />Program activities and related outcomes for at-risk youth include: <br />Texas Parks & Wildlife Department Rev April09 <br />TRPA - Community Outdoor Outreach Program Page 7
