<br />2. <br />Regular Meeting <br /> <br />October 27, 2003 <br /> <br />Page 2 <br /> <br />requested an investigation regarding the campaign flyer. He asked Council <br />for an update on the status of the investigation. 4) Billy McNabb thanked <br />the Council for the disannexation of Subareas A and F. He stated he feels <br />this was the most important issue the Council has faced in the past two <br />years. He stated he feels the Council needs to spend more time reviewing <br />the Service plans of Subareas D and E. 5) Robert Vance stated he wished to <br />speak regarding the disannexation. He stated he feels the message is <br />clear, either disannex or provide an adequate Service Plan. 6) O.A. <br />Watson stated he wished to speak regarding the disannexation. He stated <br />he moved into Summit Ridge because he felt it is the nicest area of San <br />Marcos to live in. He stated he currently has good roads, curbs, gutter, <br />lights and wastewater. He stated he felt he was not receiving any <br />additional benefits for his money after annexation into the City. 7) Jeff <br />Sones stated he wished to speak regarding the disannexation. He stated he <br />appreciated the Council disannexing Subareas A and F. He also asked the <br />Council not to forget about the rest of the Subareas. 8) Gary Winek <br />stated he wished to speak regarding the disannexation. He stated he lives <br />in the Subarea which was not disannexed. He stated he does not feel he is <br />getting anything for his money. He stated he wants to be dìsannexed or he <br />wants the City to provide services in a timely manner. 9) Russell Smith <br />stated he wished to speak on Item 15, bids on properties. He encouraged <br />the Council to adopt the Resolution regarding the bids for properties. He <br />stated bidders pay what they feel is fair, and the City gets the <br />properties back on the tax roll. 10) Amy Kirwin stated she wished to <br />speak on Item 26, discussion on board members. She requested the Council <br />remove all the board members who were recently disannexed and no longer <br />live in the City. 11) Dianne Wassenich stated she had several items to <br />discuss. She stated the Envision Central Texas has extended the deadline <br />for returning their survey until October 31, 2003. She stated the survey <br />is located on their website. She also stated by filling these out, you <br />can express what you want for the future of our region. She stated she <br />also wished to speak regarding Item 26, discussion on board members. She <br />feels since the disannexation some of these board members no longer <br />qualify as a city resident, and therefore they should be removed from <br />their positions. She stated regarding the matter with éONA, this was the <br />result of several people trying to represent small areas. <br /> <br />Mayor Habingreither introduced the Staff Report. Mr. O'Leary stated on <br />November 17, 2003, at 6:00 p.m. CAMPO will be holding a public hearing <br />regarding the allocation of $27 million for regional projects. He stated <br />the City has submitted several projects. He also stated he would like to <br />put together a delegation of people to speak on the behalf of the City. <br />He stated he feels CAMPO does not see the City's projects as a high <br />priority for our co~TIunity, and the City needs to stress the importance of <br />these projects. <br /> <br />Mayor Haþingreither introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CITY CODE SECTION 2.351 TO REVISE THE COMPOSITION OF THE <br />
